indefinite quantity firm-fixed price service contract for Engineering
and Environmental Investigative Services within the South Pacific
Division (SPD) boundaries for investigation of hazardous waste sites at
active and inactive military installations, formerly used defense sites
(FUDS) and civilian agency sites. These sites may be within the states
of California, Utah, Nevada, and Arizona. Environmental investigative
intrusive and non-intrusive services may include preliminary
assessment surveys; site investigations; environmental assessments;
plans and reports; specialty plans, surveys and reports (such as
asbestos and lead-based paint and monitoring well surveys and
management plans and reports); intrusive investigations; Investigative
Derived Waste sampling and disposal; human health and environmental
risk assessment reports and technical memoranda; community relations
plans; Installation Restoration Advisory Board Workshops; environmental
baseline surveys; graphical and geographic information systems (GIS);
general database management; value engineering evaluation and technical
recommendations reports. Delivery Orders for specific projects will be
issued under the Basic contract. The contractor may utilize
subcontractors or consultants identified in the accepted proposal to
perform any of the functions required by the contract except for
program and project management. However, in accordance with FAR
52.219-14, Limitations on Subcontracting, at least 50% of the cost of
contract performance incurred for personnel shall be expended for
employees of the concern awarded the contract. The acquisition method
is negotiated procurement. A technical and price/cost proposal will be
required. Evaluation by the Government will result in selection of the
firm that represents the best advantage to the Government. The
performance period is one year from the date of award with four
one-year options to renew. The option years may be exercised solely at
the discretion of the Government. Each indefinite delivery contract
awarded will not exceed $6,000,000/year and each delivery order will
not exceed $2,000,000. The Request for Proposals (RFP) will be
available approximately 21 Jun 95. There is no charge for the
solicitation. This project is 100% set-aside for Small Businesses, see
numbered Note 1. The procurement will be conducted under SIC code
8744. The size standard for this SIC code is 500 employees. Requests
