services necessary for the Construction of the 34 KV Upgrade of the
Electrical Distribution System (north loop) at the U. S. Coast Guard
Telecommunication and Information Systems Command TISCOM), Alexandria,
Virginia. The work includes, but is not limited to the following: (1)
At each of the five transformer sites, provide and install secondary
distribution safety switch cabinet assembly (SDP) and associated
pad/conduit/cable for each secondary feeder; (2) Provide and install
cables and conduits/troughs/connection boxes for secondary feeder from
safety switches in each SDP to each building's main power panel; and
(3) In Building L01, provide and install new main distribution panel
and feeders to existing panels, and provide new HVAC control panel with
new boiler room circuits. The project also includes an optional bid
item to dismantle and remove the abandoned 4160V electrical
distribution equipment from the project site. All work shall be
accomplished in accordance with Specification No. IOO16D and Drawings
No. IOO16D. NOTE: Coordination with the local utility company is
required since the utility company will provide connection services.
All work shall be completed within 180 calendar days after Notice to
Proceed. Plans (half-size), specifications, and all necessary bid
documents will be available June 16, 1995 and may be obtained by
submitting a check in the amount of $15.00 per set (non-refundable)
made payable to the U. S. Coast Guard. To receive a solicitation and be
placed on the bidders' list, interested parties must submit a written
request. Telephone inquiries will not be honored. Bid opening for
Solicitation No. DTCG47-95 B-3EFK15 is July 18, 1995 at 2:00 p.m. in
Norfolk, VA. Estimated construction cost is between $100,000.00 and
$500,000.00. The solicitation is unrestricted IAW the Small Business
Competitiveness Demonstration Program. For Minority, Women-owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DOT provides an 80
percent guaranty on the bond amount to a surety against losses. Loans
are also available under the DOT Short Term Lending Program (STLP) at
prime interest rates to provide accounts receivable financing. The
maximum line of credit is $500,000.00. For further information and
