Not Set Aside For SmallBusiness. The SIC Code is 8711 and the size is
$2,500,000.00. Architectural and Engineering Services are required for
preparation of plans, specifications, cost estimates and construction
period services (at Government option) for Project P-438, Renovations
to BEQ's, Bldgs. 345, 346, and 347, Construction of Outdoor Recreation
Areas at the Naval Education and Training Center, Newport, Rhode
Island. The scope of the work includes renovating Bachelors Enlisted
Quarters to conform with current NAVFAC design criteria, and design of
outdoor areas for recreational use. This contract will require a broad
range of expertise, especially in the areas of site planning,
architecture, mechanical engineering, fire protection engineering and
electrical engineering. Also included may be: checking of shop
drawings, preparation of ``as-built'' drawings, and consultation during
construction. There may be asbestos, lead paint, or other hazardous
materials connected with projects that may be included in this
contract. The following Selection Evaluation Criteria are listed in
order of relative importance: a) Professional qualifications of staff
to be assigned, including all consultants that may be required, with
special emphasis on field personnel to be utilized. b) Specialized
experience and capabilities in broad range of architectural work,
particularly renovations. c) Specialized experience and capabilities in
mechanical engineering, particularly renovations. d) Specialized
experience and capabilities in fire protection engineering work,
particularly renovations. e) Specialized experience and capabilities in
electrical engineering, particularly renovations. f) Specialized
experience and capabilities in site planning and landscape
architecture. g) Location of the firm in the general geographic area of
the projects, provided there is an appropriate number of qualified
firms therein for consideration. h) Cost control effectiveness. i)
Familiarity with Federal and State laws as to removal and disposal
Volume of asbestos, lead paint and other contaminants. j) Volume of
work previously awarded to the firm by the Department of Defense.
Architectural Engineering Firms which meet requirements described in
