of a training facility, school building, Or dormitory for unmarried
employees, made of reinforced concrete Or steel-framed reinforced
concrete and of at least 3,000 square meters total floor area. Note:

percent Or greater share are eligible for review; e) firms that can
assign to the construction site a full-time chief engineer Or
engineering supervisor who meets the following criteria: (1) is
nationally licensed under the construction business law; and (2) in the
case of engineering supervisor, is qualified to supervise designated

the ministry of posts and telecommunications in the district of the
shinetsu Regional Bureau of Postal Services; and G) firms not related

the representative firm of a consortium must meet the following
criteria: a) has -- since 1985 as the main contractor -- actually
carried out construction of a training facility Or school building made
of reinforced concrete Or steel-framed reinforced concrete and of at
least 6,000 square meters total floor area. Note: Reconstruction
projects and projects currently under construction are excluded, and in
the case of consortium project, only construction projects in which
bidder has participated as its representative are eligible for review;
B) can assign to the construction site a full-time chief engineer Or
engineering supervisor who meets the following criteria: (1) is
qualified as a certified first-class building supervisor Or architect;
(2) is qualified to supervise designated construction work; and (3)
has had at least one year of experience as chief engineer Or
engineering supervisor with construction of a training facility Or
school building made of reinforced concrete Or steel-framed reinforced
concrete and of at least 3,000 square meters total floor area, Or has
since 1985 had at least one year of similar experience in the case of
a person who lacks experience of chief engineer Or engineering
supervisor; C) number of consortium member firms: two; D) method of
organization: to be voluntarily organized; e) participation ratio:
every consortium member must have at least six tenths of an equally
divided share of involvement (30 percent); F) the representative firm
of a consortium must have the greatest share of involvement; G) bidding
consortium is valid only from its designation to the date of approval
by the procurer after delivery of the completed project, and for
consortia other than the winner, from their designation to the time of
signing of this contract; H) Title of a consortium: ''consortium for
