ENGINEERING SERVICES, VARIOUS PROJECTS, FOR THE NAVAL COMMAND, CONTROL
AND OCEAN SURVEILLANCE CENTER RDTE DIVISION, SAN DIEGO, CA SOL

Architectural-Engineer (A-E) services are required for various
Mechanical Engineering projects to design and prepare drawings,
specifications, and cost estimates for the purpose of bidding
construction projects at the Naval Command, Control and Ocean
Surveillance Center, RDTE Division, San Diego, CA. These services will
include heating, ventilating, air conditioning, plumbing and piping
systems, pneumatic and electrical control systems, fire protection
systems, and underground and above ground tankage systems for interior
& exterior renovations and alterations, repair and minor construction
work. Additionally, services may be required for sketches, engineering
investigations, studies, and reports. Multiple projects may be assigned
concurrently. Drawings shall be compatible for use with the DOS/Windows
version of AutoCad, release 12 or later. Specifications shall be
prepared using the latest version of SPECSINTACT. The services of a
licensed Fire Protection Engineer may also be required. The term of
this contract will be 365 calendar days for the date of contract award
or until $200,000 in A-E fees is reached, whichever occurs first.
After the $200,000 is reached or the first 365 calendar days, the
Government has the option to extend this contract for an additional
$200,000 in A-E fees and/or an addition 365 calendar days whichever
occurs first. If the Government exercises the option to extend the
contract, the total amount of the contract shall not exceed $400,000
with no single project exceeding $75,000. The minumum contract amount
will be $10,000. Under an IQ A-E contract without an initial project,
negotiations are to be conducted for hourly rates for the various A-E
disciplines required, overhead, profit, and other cost elements which
are generally common to this type of contract. Under all other
circumstances, negotiations for each Delivery Order shall be conducted
on the amount of effort involved utilizing the agreed to rates. Other
projects which may be added by delivery order will require the same
basic professional skills. A-E selection criteria listed in order of
importance, include: (1) Recent specialized experience of the firm
(including consultants) in the design of Mechanical Engineering
projects with typical construction costs from $50,000 to $300,000 75%
of which may be categorized as alteration and/or repair. These services
will include heating, ventilating, air conditioning, plumbing and
piping systems, pneumatic and electrical control systems, fire
protection systems, and underground and above ground tankage systems
for interior & exterior renovations and alterations, repair and minor
construction work. The work shall include site investigation, design,
cost estimating and economic analysis required to develop and define
actual costs to construction projects, including special costs for
utilities, and seismic reinforcement requirements. This work may
require the ability to coordinate various engineering disciplines and
the different aspects of phasing of construction to accomodate occupied
& unoccupied facilities. Projects may also require the indentification
and removal of asbestos and lead-based paint. Do no list more than a
total of 10 projects in Block 8. Indicate which consultants from the
proposed team, if any, participated in the services fordrawing and
specification preparation of each design project; (2) Professional
qualifications of the staff and consultants assiciated with the design
of Mechanical Engineering projects requiring alterations, repair, and
minor construction with typical construction costs from $50,000 to
$300,000 75% of which may be categorized as alteration and/or repair.
List only the team members who actually will perform major tasks under
the projects to be awarded, and qualifications should reflect the
individuals potential contributions; (3) Past performance on contracts
with government agencies and private industry in terms of cost
control, quality of work and compliance with preformance schedules.
Indicated by briefly describing internal quality assurance/quality
control procedures and cost control procedures, and indicate
effectiveness by listing owner's preliminary budget estimate, A-E
revised preliminary estimate, final A-E estimate, construction award
amount, and percentage differential and constructions change order rate
for up to five projects. List recent awards, commendations and other
performance evaluations (do not submit copies); (4) Location of the
firm in the general geographical area of the project and knowledge of
the locality of the project, provided that application of this
criterion leaves an appropriate number of qualified firms, given the
nature and size of the project; (5) Capacity to accomplish the work in
the required time. Indicate the firm's present work load and
availabilty of the project team (including consultants for the
specified contract performance period and indicate specialized
equipment available and prior security clearances; (6) List the small
or disadvantaged or woman-owned business forms used as primary
consultants or as sub-consultants. Those firms which meet the
requirements described in this announcement and wish to be considered,
are invited to mail a completed SF 254 and SF 255 for the firm and an
SF 254 for each consultant listed in Block 6 of the firm's SF 255 to
the OIC (Code 02217), Naval Command, Control and Ocean Surveillance
Center RDTE Division, 53560 Hull Street, San Diego, Ca 92152-5001.
However, hand-carried sumittal packages shall be delivered to the Bid
Office at Electron Dr. and Silvergate Ave., Bldg. A33, NCCOSC RDTE DIV.
- Include Solicitation No. N68711-95-D-9204 on the outside of the
package. All information must be included on the SF 255 and shall not
exceed 30 pages (double sided counts as two pages and those in excess
of the 30 page limit will not be included in the evaluation process)
including attachments or enclosures. Firms reponding to this
announcement by 4:00 P.M., P.D.T., 26 June 1995 will be considered.
Additional information requested of applying firms: indicate
solicitation number in block 2b, CEC (Contractor Establishment Code)
and/or DUNS number (for the address listed in block 3) and TIN number
in block 3, telefax number (if any) in block 3a and discuss why the
firm is especially qualified based on the selection criteria in block
10 of the SF 255. For firms applying with multiple offices, indicate
the office which completed each of the projects listed in block 8 and
list which office is under contract for any contracts listed in block
9. Use block 10 of the SF 255 to provide any additional information
desired. SF 255's shall not exceed 30 printed pages (double sided is
two pages). Organizational charts and photographs are included in this
total. All information must be included on the SF 255 (cover letter,
other attachments and pages in excess of the 30 page limit will not be
included in the evaluation process). Please list amount and date of
all DOD fees awarded during the last twelve (12) months in Block 9 of
SF 255. Firms not providing the requested information in the format
(i.e. listing more the 10 projects in block 8, not providing a brief
description of the quality control plan, not listing which office of
multiple office firms completed projects listed in block 8, etc.)
directed by this synopsis may be negatively evaluated under selection
criteria (8) (Past Experience). Do Not Use Any Bindings, Plastic
Covers, Spiral Edges, Dividers, etc. Staple each SF 254 in the corner
above item 3 Date Prepared. Staple the SF 255 in the corner above item
2b Agency Identification Number if any. Firms which design or prepare
specifications for a construction contract or procuremnt of supplies
cannot provide the construction or supplies, except as provided by FAR
36.209. This limitation also applies to subsidiaries and affiliates of
the firm. This is not a request for proposal. Telegraphic and facsimile
SF 255's/SF 254's will not be accepted. Site visits will not be arraged
during the submiittal period. No other general notification to firms
for other similar design projects performed under this contract will be
made. For copies of solicitations only written request will be honored.
