announcement is a notification that solicitation DE-AC03-95SF20741 for
Nuclear-Space Technology Applications and Research Teams (N-START)
will be available on or about June 23, 1995. The objective of the
N-START program is to advance the technology and engineering knowledge
necessary to design, fabricate, test, launch and operate nuclear power
and propulsion systems for future NASA, DOD and commercial space,
planetary and lunar surface applications. The objective of this
acquisition is to enter into a task order contract with a U.S.
industrial contractor as the prime contractor, (or a U.S. led prime
contractor team), that has the necessary expertise, experience and
facilities (or access to facilities) to enable the DOE to issue task
orders to conduct a wide range of space nuclear technology research and
development activities. Although the principal focus of this program is
on reactor technologies, radioisotope based technologies are also of
interest. Potential areas for task orders are: mission studies and
planning, system design and requirements analysis, fuels, high
temperature materials, thermal management/heat rejection,
instrumentation and controls, power conversion and conditioning, and
propulsion. Task complexity and length are anticipated to range, for
example, from a one month paper study, to a multi-year component
fabrication, testing and data analysis activity. Any resultant contract
is anticipated to be a performance based level of effort task order
contract (both fixed price and cost plus fixed fee task orders). At
this time no specific task descriptions or funding for this effort have
been identified. Teaming is highly encouraged! It is anticipated that
copies of this solicitation will be available on 3.5'' Floppy Disks,
utilizing Word Perfect 5.1 (WP 5.1) and American Standard Code for
Information Interchange (ASCII). In requesting a copy of the
