70 -- LEBANON: ELECTRONIC COMPUTERS, COMPUTER SOFTWARE PROGRAMS AND INSTALLATION AND OPERATION DUE 070595 The Council for Development and Reconstruction (cdr) is inviting bids by joint international/Lebanese companies for the supply and installation of a complete computer system and software to establish a program management information system (pmis) and an accounting system the pmis will be the main repository of program data for analysis and TOP level reporting within cdr as well as for external organization pmis key functions include --program planning and progress monitoring, including integrated reporting on the current status and projections for contracts, projects, and funding availability; -- monitoring of project budgets, contract amounts, funding committments and contract expenditure in fund, and contract base currencies; --project and contract scheduling and milestone reporting; --fund allocation management; --contract payment authorization with links to cdr's -accounting system. The accounting system should take into consideration that cdr's existing Cobol based accounting software was originally developed in-house on a data General minicomputer and has been updated recently to run under Unix as part of the procurement for pmis, cdr wishes to consider the option of replacing the existing system with a package which could be integrated with the pmis and other related applications in use within cdr requirements for the accouncting system include contractors' ledger, purchase ledger, payroll, cash book, fixed assets and General ledger all modules should be integrated with the General ledger the system should comply with international fund accounting principles and support the processing of multi-currency transactions software package, database and Development tools should provide multi-user, multi-project program management facilities the system should offer comprehensive customization and reporting facilities and be based on one of the mainstream relational database management systems under the Unix operating system environment software package proposals for the (optional) accounting system should be closely compatible with the pmis software both pmis and accounting packages should offer Arabic character support database software and related Development tools are also to be supplied under the contract to facilitate future Development of the pmis and accounting features and parallel computing applications processing hardware and communications components to support the proposed applications software and database under cdr's existing technical computing infrastructure user access to pmis and accounting system servers will be via existing windows-based pc workstations communicating via a 10 base T-ethernet local area network using tcp/ip networking protocol the supplier should deliver a comprehensive user training program for the new applications and, following implementation, should provide a comprehensive support service covering both hardware and software for a period of three years U S. companies with significant experience in similar projects are encouraged to form a joint venture with a Lebanese company to bid for the project interested firms can obtain prequalification documents from the Council for Development and Reconstruction (cdr), Tallet El-Serail, P O. box 116-5351, Tel: (961-1)-643970 Or 643964, Beirut, Lebanon; Fax 961-1-864494 in return for a USD 1000 irrevocable and non-refundable certified check in the name of cdr bid deadline is July 5, 1995 note the eximbank resumed financial coverage to Lebanon effective November 13, 1994 for more information economist, Charles Hammond, Fax (202) 565- 3380.
