614-692-1783. On demand manufacturing Broad agency announcement
statement of purpose. DCSC and DLA are searching for manufacturers
interested in participating in a pilot project to demonstrate that It
is both possible and profitable for both DLA and Private
manufacturer(S) to produce parts on demand. The project will consist of
orders for manufactured parts that must be filled in Avery Short span
of time, usually less than 30 days. The type of parts will be
determined in advance and tailored to each participating manufacturer'S
capabilities. Prerequisites: (a) successful performance on Government
contracts for the past three (3) years or successful performance as
subcontractor on past Government contracts for the past three (3)
years. If the only work was as a sub-contractor, then the prime
contractors must provide documentation that you performed work on
agovernment contract. (E.G. Purchase order or invoicesbetween prime and
sub, or notarized statement prepared by the prime contractor). (B)
capable of producing one or more of the following types of items: Bent
tubes, gears, castings, machined parts, wiring harnesses, printed
circuit boards, and hose. (C) ability to use electronic Commerce for
the transfer of acquisition data as well as raster or Vector format
technical drawings.(D) ability to produce parts for DCSC as well as
other defense Supply Centers such as DESC, DISC and DGSC, utilizing
digital technical data (either Government furnished or contractor
developed) to reduce time foradministration, process planning, and
manufacturingactivities. Contractors are invited to participate in this
pilot project by submitting a technical proposal that describes how
rapid manufacturing responses to requests for a variety of low to
medium volume items will be or have been achieved and sustained.
Proposal should address specific business practices and types of
contractual arrangements. NO specific proposal format is required.
Contractors should submit three copies of the one-sided, 12 point type.
Single spaced, one inchmargined proposal, which must be NO more than 5,
8.5 inch by 11 inch Pages Long to MS. Pat Snyder FAX:(614) 692-3182 or

proposal must contain: Company name, CAGE (Commercial and Government
Entity) number, point-of-contact, and phone number. In addition to the
technical proposal, contractors are also required to complete a
qualification survey that will be used to evaluate and select
manufacturers best suited to on demand manufacturing. Scoring will be
based on a series of evaluation factors that correspond to each of the
three survey sections: Technical (equipment, hardware, software),
production capability (facilities, Personnel, historical performance),
and management (financialposition, quality program). The qualification
survey package can be obtained from DCSC by faxing or emailingyour

qualification survey and proposals will be performed by an evaluation
Board of representatives from DCSC. Information provided by contractors
will be used solely for the purpose of Government evaluation and will
be Held as proprietarydata. Individual proposals and survey responses
will be evaluated based on acceptability or unacceptability without
regard to other submissions under this BAA. The COST of preparing
proposals and survey responses in response to this announcement is not
an allowable direct charge to any resulting contract or any
othercontract, but may be an allowable expense to the normal bid and
proposal indirect COST in FAR 31.205-1B.(6) responses will be evaluated
upon receipt and multiple awards may be made. This BAA expires Six
