Establishment and Operation of the Department of Defense (DoD)
Nondestructive Testing Informaton Analysis Center (NTIAC) to be awarded
for a three (3) year period with an option to extend for an additional
two (2) year period. The contractor shall be responsible for the
collection, review, analysis, and dissemination of the NTIAC
information and data within the scope of the NTIAC. Primary users are
scientists, engineers, and technicians engaged in scientific and
engineering programs for DoD. Other users include other U.S. Government
Agencies and their contracts and the Private Sector consistent with
security and other limitations of the Center's information. The NTIAC
shall concern itself with all Scientific and Technical Information
(STI) aspects of identified or potential military, national and
security-related and dual use applications of Nondestructive Testing
(NDT), Nondestructive Inspection (NDI) and Nondestructive Evaluation
(NDE) technologies, as well as the development of tools and techniques
for the collection, analysis and dissemination of NDT, NDI and NDE
STI. NTIAC is also concerned with the economic aspects of the
NDT/NDI/NDE industry, economic considerations with respect to selection
of techniques and processes and industry trends in applying current
safety monitoring and failure prevention of in-service material. NTIAC
shall concern itself with NDT/NDI/NDE science and technology as
related to information, documentation, databases, model repositories,
analyses, training, laboratory studies, testing, data synthesis,
hardware and software. In addition, the NTIAC shall concern itself with
areas of NDT/NDI/NDE STI applicable to the DoD Research, Development,
Test and Evaluaton (RDT&E) Acquisition communities needs. The STI
requirements include, but are not limited to: evaluation of
conventional and nontraditional NDT techniques, application of
techniques to identified problems, evaluation of problem requirements,
evaluation of economic impact, manufacturing process development and
improvement, development of computational techniques and hardware,
special test equipment and techniques, analytical test techniques,
design criteria, maintenance requirement support, reliability
improvement, support of acquisition decisions, technology specification
and standards, sensor development and evaluation, quality control
measurement techniques, lifetime assessment, condition monitoring,
civil structures and materials, training and technology transfer, data
analysis, and materials characterization. The contractor must have the
capability to prepare authoritative technical reference works including
technical handbooks, State-of-the-Art reports, critical reviews,
technology assessments, and respond to technical and bibliographic
inquiries. Sources must have the capability of a full-service
Information Analysis Center with immediate access on an as needed basis
to scientific and engineering expertise in the range of subjects and
disciplines within the Center's scope of work and whose experts'
primary assignments are research and development in the required
disciplines. Data collection and analysis in a laboratory or under
field conditions may be required during the performance of technical
area tasks. The estimated issue date for the solicitation

scheduled at the Defense Electronics Supply Center approximatly two
weeks after release of the solicitation. Time and exact location will
be announced in the solicitation. The estimated closing date is 25 Aug
95. No further announcements regarding this solicitation are
