The 30th Contracting Squadron intends to place a contract with Alternative Systems Inc (ASI) to provide the site license and software for TINIA in accordance with the Emergency Planning and Community Right-To-Know Act (EPCRA) and Title V of the Clean Air Act. Alternate sources will be considered only if (1) clear and convincing documentation (including technical and pricing information) is furnished within 15 days of this publication of this synopsis; and (2) it is advantageous to the government to consider alternate sources. This synopsis of intent is to award a contract to ASI and should not be considered a Request for Proposal (RFP). No contract shall be awarded on the basis of quotations, proposals or other information received in response to this notice. However, if responses from vendors offering their ability to supply the same item, then the Contracting Officer may decide to resynopsize this acquisition under full and open competition. If no affirmative responses are received within 15 days after publication of this notice to the effect that an acceptable alternative source is available, a contract will be negotiated with ASI. Oral responses are not acceptable and Walsh-Healy Public Contracts Act (APR 1984) does apply for this acquisition. (139)
