Contracting Activity, on behalf of the Missile and Space Intelligence
Center, intends to solicit offers for the purchase of a heavy haul
tractor to transport over-dimension equipment containing delicate
electronic components on a removable gooseneck (RGN) trailer under
severe service conditions. The gross vehicle combination weight (GVCW)
shall not exceed 155,000 pounds when fully loaded. Ninety percent (90)
of travel will be on improved roads or interstate highways. Delivery of
this tractor MUST be received on or before 05 JULY 1995. F.O.B.
Destination shall be Huntsville, Alabama. The requirements are as
follows: (a) General Requirements. This vehicle will travel to test
sites in remote sections of the country where only crushed stone and
gravel roads are available. These roads quite often attain grades
exceeding eight percent (8). Travel under these conditions constitutes
about ten percent (10) of the anticipated travel for this tractor.
Travel under these conditions will be at maximum GVCW of 155,000
pounds. (b) Engine. The engine powering the tractor shall deliver
sufficient horsepower and torque (minimum 500 HP and 1850 ft-lbs
torque) to maintain interstate highway cruising speeds of 65 miles per
hour under full GVCW in the highest gear on grades of 0.4 percent. The
engine shall be equipped with all essential filters, fittings, hoses
and lubricants to provide maximum protection against damage due to the
severe conditions to which the tractor will be subjected under normal
use. The engine shall be equipped with engine brakes capable of
generating at least 650 braking horsepower. (c) Transmission and rear
axles. The transmission, rear axle, and engine combination must provide
sufficient power and torque to maintain 65 m.p.h. on interstate
highways at 0.4 percent grade when fully loaded at 155,000 pounds GVCW.
This transmission, rear axle, and engine combination must also provide
the power and traction to get the fully loaded vehicle in motion on
crushed stone or gravel roads on grades in excess of eight percent
(85). Minimum requirement is an eighteen (18) speed transmission with
a two (2) speed, air shift rear axle with gear ratios of 3.90/5.32.
Rear axle rating shall be no less than 23,000 pounds per axle or a
combination tandem rating of 46,000 pounds. (d) Chassis and suspension.
The Chassis shall withstand the torque required to move the filly
loaded vehicle at the maximum GVCW of 155,000 pounds on grades of eight
percent on all road surfaces. The suspension shall be air-suspension
type providing a ride that will assure delicate electronic equipment
shall not be damaged when transported over road surfaces at the maximum
GVCW of 155,000 pounds. (e) Fifth wheel. The fifth wheel shall be
adjustable over forty-eight (48) inches and shall be air actuated for
slide and locking. (f) Tires and wheels. Tires shall be, as a minimum,
radial type, regrooveable, 20 ply 425/65R22.5 front and 16 ply 11R24.5
rear. The wheels shall be manufactured of a material that shall provide
a minimum weight and maximum strength. (g) Fuel tanks. Fuel tanks shall
have the capacity to carry sufficient fuel to allow 1,200 mile range
without refueling with 155,000 pounds GVCW. Tanks shall be manufactured
of a string light weight material. (h) Cab. The cab shall be equipped
with a sleeper containing two (2) separate bunks. Driver and co-driver
seating shall be adjustable and shall be air-cushion suspension.
External mirrors shall be electrically adjustable and heated to prevent
icing and fogging. Steering wheel and steering column shall both be
adjustable. Cab shall be climatically controlled to provide comfortable
driving and sleeping temperatures within the cab through out the U.S.
Cab shall be equipped with a luggage compartment and a security tool
compartment. The cab shall be equipped with industry standard amenities
normally installed in vehicles of this type. (i) Toolbox. A securable
toolbox/chain rack shall be provided and mounted back of the cab to
store tools, chains, straps, and various articles required to secure
and cover cargo. Toolbox shall be weather tight with locks integral to
the door latches or hasps provided to allow the box to be secured. (j)
Light. In addition to standard exterior lights, the tractor shall be
equipped with amber strobes mounted to the roof of the cab. Work lights
shall be mounted to the top rear of the toolbox to provide illumination
of the fifth wheel and cargo areas. Exterior spot lights, hand operated
shall be provided for the driver and co- driver. (k) Warranty. Tractor
shall come with a standard commercial warranty. (l) Manuals. Operators
manual; maintenance manual; operation and maintenance manuals of all
items not manufactured by the truck manufacturer; original warranty
documents of all components manufactured by the truck manufacturer;
original warranty documents of all components not manufactured by the
truck manufacturer. (m) Design. The tractor shall be current year
model, assembled from readily available material and parts currently
under manufacture. There shall be no new or experimental designs
developed for this vehicle. Vehicles currently available in inventory
meeting this requirement may be proposed. Vendors interested in
submitting an offer to provide this truck must send a written request
