The Phillips Laboratory Space Experiments Directorate (PL/SX), teamed with the Space and Missiles Center Test and Evaluation Directorate (SMC/TE), Kirtland AFB, NM anticipates solicitation of Phase II of the MightySat experimental satellite program. A Sources Sought Synopsis was released on 6 and 9 Feb 95, number F29601-95-R-0023. The solicitation will be released on or about 5 Jun 95 with the date for receipt of proposals 30 calendar days after issue. The purpose of the MightySat Phase II program is to provide to PL directorates a ''flying lab bench'' on which PL can test and/or space qualify their future technologies in a timely manner. The Phase II effort entails the design of three Class D spacecraft (with an option for two more) to be delivered to Phillips Laboratory at a rate of one per year. Launches will also occur on an annual basis starting in early CY98 and will employ the STS Hitchhiker Ejection System (HES) for orbit insertion. The Government requires a spacecraft design suitable for launch from both the STS HES and the Multi-Service Launch System (MSLS) with minimal conversion required. Launch activities associated with an MSLS launch vehicle will be solicited as an option. MightySat Phase II payloads range from stand-alone experiments unrelated to the normal operation of the spacecraft bus, to experimental spacecraft bus components (e.g. structure, solar cells), which may replace original bus architecture. A flexible and modular spacecraft design based on existing technology and Commercial Off-The-Shelf elements is highly desired. Extensive interaction and shared responsibility with government experimenters in the design and integration of experiments is expected throughout the program. The contract additionally requires, for each MightySat Phase II flight, support for experiment integration, launch integration and launch operations support, on-orbit operations support for one year, and the upgrade and maintenance of four existing ground stations to be supplied as Government Furnished Property. The Government intends to solicit this effort on a Full and Open Competition basis. The anticipated cost-plus-award-fee contract value is expected to be $10M-$20M. The expected term of this work is to occur from 4QFY95 through 3QFY01 (3QFY03 if options for the two extra spacecraft are exercised). Any parties requesting the RFP must send a letter stating such, including their assigned Commercial and Government Entity (CAGE) and size of business. Foreign firms are advised they will not be allowed to participate as the prime contractor. The research and test data produced under a resultant contract may contain Military Critical Technology List (MCTL) information whose export is restricted by the Export Control Act (Title 22, U.S., Sec. 2751, et seq.) or the Export Administration Act of 1979, as amended (Title 50, U.S.C., App. 2401, et seq.). Only those companies that are on the Qualified Contractors Access List (QCAL) may receive such information. Potential Prime Contractors must request QCAL certification and registration from the Defense Logistics Service Center (DLSC), Federal Center, 74 North Washington, Battle Creek, MI 49016-3412 (1-800-352-3572) as soon as possible. The level of classification is Secret, and a U.S. Secret Facility Clearance will be required. Current drafts of the SOW, TRD, and Sections L & M are available on the STARS Electronic Bulletin Board (EBB) System. Additional material may be posted on the EBB as it becomes available.
