Officer, Bonnie Fitch. The Advanced Guidance Division of Wright
Laboratory is seeking firms that have the capability to produce and
deliver off-the-shelf a dual-beam spectrophotometer to be used to
characterize materials used in the continued development of laser radar
systems. The dual-beam spectrophotometer shall be capable of conducting
absorption and transmission studies in a minimum wavelength range from
200 nanometers to 3000 nanometers. The spectral bandwidth in the
ultraviolet and visible region shall be adjustable over a minimum range
of 0.05 nanometers to 5.00 nanometers with increments between bandwidth
settings equal to or better than 0.02 nanometers. The spectral
bandwidth in the near infrared region shall be adjustable over a
minimum range of 0.02 nanometers to 20.0 nanometers. The stray light
measured at 220 nanometers and at 370 nanometers shall be equal to or
better than 0.0001 percent transmission. The wavelength accuracy in the
ultraviolet and visible region shall be equal to or better than 0.15
nanometers. The wavelength accuracy in the infrared region shall be
equal to or better than 0.05 nanometers. Wavelength reproducibility in
the infrared region shall be equal to or better than 0.08 nanometers.
The photometric accuracy measured at 1A shall be equal or better to
than 0.004A. The photometric accuracy measured at 0.5A shall be equal
to or better than 0.002A. The data collection and analysis functions of
the spectrophotometer shall be controlled separately by computer.
Software shall allow collected data to be converted to a text format
that can be interpreted by a PC-based text editor. Spectrophotometer
control software shall allow the user to set scan wavelength limits, a
constant scan speed, wavelength step size and slit width. The
spectrophotometer shall be capable of scanning in a constant
photometric value mode and in a constant slit width mode. The
spectrophotometer must be upgradable to perform reflectance
