The Air Force Development Test Center (AFDTC) intends to acquire
competitively six (6) each Overcurrent Protection Devices with
Automatic Reclosing Capability with the following requirements:
operating voltage 12,470 volts and current rating minimum of 500 amps,
vacuum type interruption, and mounted in a substation mounted frame
with ground pad. Units are to include all sensing bushing ratio
transformers for use with the controls of the device. Controls, with
the following functions, shall also be supplied by the contractor:
self-contained battery operating power (device to be able to operate
for a minimum of 48 hours with no external power supply), indicating
light showing whether device is open or closed, manual control switch,
supervisory operation capability to fully communicate and operate with
a Supervisory Control and Data Acquisition (SCADA) System, trip testing
capability, control security, time current selections, time current
modifications, event recording capability, and diagnostic capability to
evaluate monthly data. The contractor must provide the services of the
manufacturer's authorized representative to assist in the initial
calibration of the controls. Standard commercial warranty is required.
Required delivery is 16 weeks or sooner after award of contract. Col
Dennis Voss has been appointed by the AFDTC Commander to hear offerors'
or potential offerors' confidential concerns, if any, regarding this
acquisition. His purpose is not to replace the technical staff or
contracting officer but to serve as an honest broker and communicate
any contractor concerns, issues, disagreements, and recommendations to
the appropriate Government personnel. A solicitation has not yet been
prepared for this acquisition. Replies to this synopsis should be

32542-6862. All responsible sources may submit an offer which will be
considered. (No contract award will be made on the basis of
bids/proposals received in response to this synopsis.) Firms responding
to this solicitation should reference F08651-95-R-0153 and indicate
whether they are or are not a small or small disadvantaged business
concern as defined in FAR 52.219-1 and 52.219-2 and whether they are a
manufacturer or dealer/distributor. The Air Force reserves the right
to consider a small business set-aside based on responses hereto.
