Contracting Officer, Lloyd Spottedwolf, (505)766-2884 The Bureau of
Indian Affairs, Facilities Management and Construction Center, solicits
facilities improvement and repair services (FI&R) for Project No.
90M08, roof replacement to the Laguna Elementary School, Pueblo of
Laguna, Cibola County, NM, Building Nos. 1130, 1131, 1132, 1133, 1135,
and Courtyard Canopies. The work consists of minor demolition,
clearing, removal of existing roofing debris which contains Category I
non-friable asbestos (+/- 52,430 SF); removal of window mounted
evaporative coolers, and the relocation/installation of approximately
20 new evaporative roof-mounted coolers, and other minor related work.
Roof work consists of the installation, (+/-52,430 SF) taper rigid
roofing insulation, modified bitumen roof system (+/- 35K SF),
mechanical-attached hypalon single-ply roofing system (+/- 17.4K SF),
flashing and sheet metal and gother related roofing work. Award of any
contract resulting from this solicitation shall be subject to Section
7(b) of Pub. L. 93-638 (25 U.S.C. 450(e) and 41 CFR 14.1354 which
require that preference in subcontracting be given to Indian/Alaska
Native economic enterprises, and preference in employment and training
be given to Indian/Alaska Native individuals. Consistent with these
authorities, potential bidders shall advertise and solicit
subcontracting opportunities from Indian/Alaska Native firms for
suppliers and services. Section 7(b) plan requirements will be
specified in the bid document. Bidders shall request names of potential
subcontractors and suppliers from the Tribe(s) on or near whose
reservation(s) the work under the contract shall be performed. The
potential awardee shall be required to submit its plan to implement
Section 7(b) when requested by the Contracting Officer. Failure by the
bidder to submit its plan when required and implement same after award
shall be sufficient reason for non-award of a contract or termination
of contract award for default. The procurement is subject to the Small
Business Competitiveness Demonstration Program, P. L. 100-636. The
construction price range for Serial No. BIA-0150-95-9 is between
$250,000 and $500,000. Bid documents will be available after June 5,
1995 at a cost of $100.00 per set, non-refundable and payable in
