FOR REPLACEMENT HOUSING AT RAYMOND ROSEN APARTMENTS, PHILADELPHIA, PA

Contracting Officer, via facsimile 215/684-4092. The Philadelphia
Housing Authority (PHA) seeks Offerors for Turnkey Development for
Replacement Housing at Raymond Rosen Apartments. The selected Developer
shall be required to purchase th site from the PHA, design, and upon
approval, contruct 146 low-rise ``Row-House'' type units, with
individual backyards, arranged in blocks created by new through
streets. The new streets shall also be designed and constructed in
accordance with City specifications by the turnkey developer. The 146
units, known as ``Phase A'', will consist of 110 - 3 bedroom units, 26
- 4 bedroom units, and 10 - 5 bedroom units. There will also be an
option for ``Phase B'' design and construction of 64 additional units.
Phase B shall be comprised of 52 - 3 bedroom units and 122 - 4 bedroom
units. The developer shall also purchase the site for Phase B from the
PHA if the option is exercised. All work shall be in conformance to
applicable local, state, and federal codes and regulations as well as
meet all requirements of the specification. A non-mandatory
pre-proposal meeting will be held at 10:00 A.M. o'clock on May 31, 1995
at the Raymond Rosen Community Center, 2110 North 23rd Street,
Philadelphia, PA 19121. NOTE: The estimated total value of Phase A is
in the range of $12 to $15 Million. Estimated value of Phase B is in
the range of $5 to $7 Million. NOTE: Contract award can only be made to
pre-qualified contractors. Although not a condition of bidding, it is
strongly advised that a pre-qualification package be obtained from the
Pre-Qualification Unit, 4325 Merrick Road, Telephone 215/684-5700.
NOTE: This is not a set-aside project, however, Small, Minority,
Woman-Owned and Disadvantaged Businesses are encouraged to bid. NOTE:
A non-refundable fee of $25.00 will be charged for each package up at
