Johnson, HCP40-D, (202) 366-5734 The FHWA has a requirement for services of a facilitator in a negotiated rulemaking process on merging medical fitness determinations with the commercial driver's license process. The facilitator shall identify the parties affected by the issue of the rule, contact and conduct interviews with representatives of the affected parties, establish a negotiated rulemaking committee to negotiate the issues, assist committee members in conducting discussions and chair meetings. In relation to this requirement, the FHWA issued an advanced notice of proposed rulemaking entitled ''Commercial Driver Physical Fitness as Part of the Commercial Driver's License Process'' in the July 15, 1994 issue of the Federal Register (59 FR 36338). THIS REQUIREMENT IS 100 PERCENT SMALL BUSINESS SET ASIDE. The SIC code is 8731 ($5 million). All responsible sources may submit a proposal which shall be considered by FHWA.
