ENGINEERING CONTRACT TO SUPPORT HEADQUARTERS Solicitation

Postal Service intends to award one or more Indefinite Quantity
Architect-Engineer contracts for Exterior Sign Program Management and
Engineering. Tasks may include: Program Definition (analysis of current
postal sign policies and prototype signs, analysis of facility types,
establishment of a family of signs, technical design of signs,
prototype sign construction, development of drawings and specifications
for construction solicitations, cost estimates including life cycle
costs, graphics artwork, color samples, presentation materials,
assistance with construction proposal analysis); Program Implementation
(facility surveys, photographs, code research, landlord approval, sign
selection by site, cost estimates, project schedules, status reports,
preliminary drawings, construction administration for sign
installation, post construction surveys); and Project Management
(assistance on special case sign projects to include landlord issues,
permit issues, site issues, pricing issues, vendor communications,
monitoring manufacturing and installation). The prime contractor must
demonstrate prior specialized experience with exterior sign program
management and engineering for companies with nationwide sign programs.
The prime contractor must demonstrate technical expertise in sign
design, sign construction drawings and specifications, electrical
engineering, presentation materials, standards publications, and cost
estimating. The indefinite quantity contracts will be for one year,
with four one-year renewal options for a total of five years, and a
guaranteed amount of $5,000 for the period of the contract. Individual
work order limits not exceeding $100,000 each will be negotiated and
issued under the contract. The total amount of work ordered per
12-month period may not exceed $500,000. The total amount of work
ordered over the five year period may not exceed $2,500,000. These
limits may be lower at the discretion of the Contracting Officer. Firms
that have the qualifications to perform the services described herein
are invited to submit completed SF 255(s), Architect-Engineer and
Related Services Questionnaire. Submit a single, completed SF 254,
Architect-Engineer and Related Services Questionnaire; and a completed
SF 254 for each of its proposed consultants to the office shown above,
postmarked not later than the due date above. The selection will be
conducted by using the submitted SF 255 and the SF 254's Interested
firms with more than one office must indicate on their SF 255 the
staffing composition of the office in which the work will be performed.

Printing Office (202) 512-1800. Consideration will be given to firms
responding to this advertisement in accordance with the above
instructions. There is no geographic area of preference. Participation
of Minority Owned Business is a consideration in the U.S. Postal
Service, Architect-Engineer selections. It is prohibited to pay any
fee, commission, percentage, or brokerage fee to any person or firm
contingent upon or resulting from award of a contract for this project.
No other general notification for this project will be made.
