architectural/engineering services for the preparation of plans and
specifications and construction surveillance services on an as-needed
basis for miscellaneous modifications, renovations, and new
construction of Coast Guard Shore Facilities. The service will be
provided under a 12-month Indefinite Delivery Contract (IDC). Under an
IDC, individual firm fixed-price task orders for specific services are
negotiated when the need for services arises. Each IDC is guaranteed a
minimum of $5,000.00 and is limited to maximums of $500,000.00 per
task order and $3,000,000.00 total for all task orders. The Government
reserves the right to exercise a one-year option subject to the same
dollar threshold limitations of the basic year as stated above.
Anticipated award date is August 1995. The following evaluation
criteria are applicable to one or more of the factors included in Note
24: (1) Specialized experience of the firm and technical competence in
the type of work required (including joint venture or association) in
similar projects; (2) Professional capacity to accomplish the work as
scheduled; (3) Professional qualifications necessary for satisfactory
performance of required services; (4) Past performance on DOT and other
Government contracts in terms of quality of work, ability to meet
contractual performance/delivery schedules and accuracy of construction
cost estimates; (5) Location of firm in general area provided there is
a number of qualified firms therein for consideration; (6) Minorities
and women in all job classifications, considering availability in the
general area; (7) Design ability and understanding of the requirements
of the project; (8) Project team and key personnel roles and
respon)-((6i+/YzZw W.{)hK4,kK^-ation, schedule, and construction
cost,K/.?d quality control procedures; (9) Experience of firm in
evaluating and determining environmental requirements, permits,
anracquiring state and local permits for construction. Ability of the
firm to submit environmental and othY.oxYrmZ:s aplicable to the
project. Such ability may include the need to certify permit
applications on plans by state licensed professionals; (10) Ability to
provide qualified construction inspection services; (11) Ability to
provide construction estimates in a U. S. Navy (NAVFAC) CES format;
(12) Ability to provide and/or oversee asbestos and lead paint
abatement services; and (13) Ability to experience in performing
designs entirely in Metric (SI) Units. Special consideration will be
given to firms located within Virginia. Firms desiring consideration
should submit appropriate data as described in Note 24 to the address
indicated above not later than 4:30 p.m. on 23 June 1995. This is not

Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000.00 per contract to provide accounts receivable financing. For
