The U.S. Department of State, Office of Foreign Buildings Operations (FBO) is seeking to pre-qualify offerors for design and construction of a Warehouse Facility on the U.S. Embassy Compound in Monterrico, Lima, Peru. The Embassy Warehouse Facility shall consist of an approximately 750 square meter unconditioned warehouse with an additional 190 square meters of conditioned support space. A mezzanine for light storage is planned above the support space. The warehouse shall be constructed contiguous with the existing Transfer Facility and shall consist of a reinforced concrete frame on spread footings with stucco covered masonry infill. Special spaces include men's/women's locker rooms, fire pump and water storage, a secure storage area, and a kitchenette. A covered, open-air workshop and storage area, approximately 250 square meters, shall be constructed adjacent to, but separate from, the warehouse facility. The canopy shall be constructed from reinforced concrete supported by concrete columns on spread footings. Additional surface parking, connections to existing utilities, and site modifications may be necessary. Project design will be based on a 35% conceptual design to be provided by FBO to all offerors. These criteria are representative of a preliminary design which shall be definitized to 100% completion by the selected contractor. Construction of these facilities will be based on the selected design-builder's approved 100% construction plans and specifications. A responding firm may be a single company or a combination of design and construction companies proposing as one entity. Requests for Proposals (RFP), including design documents, are planned for release to prequalified offerors in July 1995, with anticipated contract award date of September 1995. The resulting contract type shall be firm fixed-price. The estimated value of construction is between $500,000 and $1,000,000. In order to obtain the Requests for Proposals and be eligible for award, each offeror must demonstrate its ability to undertake both design and construction of facilities of this type. FBO will evaluate each firm's ability to design, build, finance and manage this project. Offerors must pre-qualify by meeting each of the criteria listed in the ``Pre-qualification Package'', and detailing these qualifications in a written format specifically addressing each individual qualification criterion, by the closing date listed below. Offerors must also submit sufficient background documentation to verify their ability to meet each of the criteria. Failure to address each of the criteria in writing, will result in failure to pre-qualify. In addition, failure to meet the requirements of each and every one of the criteria fully, or to provide the requisite information, will result in failure to pre-qualify. A desription of the criteria, as well as other pertinent information and instructions may be found in the ``Pre-qualification Package,'' which may be obtained from the point of contact listed below, within ten (10) days of publication of this notice.
