TRANSMITTER/RECEIVER (RTR) SITE A PEASE INTERNATIONAL TRADEPORT,

equipment, and supplies necessary for site preparation for the
relocation of a remote transmitter/receiver at Pease International
Tradeport (formerly Pease Air Force Base), Portsmouth, NH. Work
includes trenching, instalation of PVC cable duct, assembly and
erection of a GF 50' free standing antenna tower, concrete foundation,
site grounding and lightning protectin. Estimated cost is between
$25,000 and $100,000. To obtain a copy of the IFB, a written request,
or FAX, must be made to the Contracting Officer (FAX #617/2238-7654).
This procurement is not set aside. The proposed IFB is expected to be
issued by May 18, 1995, with a proposed Bid Opening date of June 15,
1995. Special note for Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilizatio (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportatin-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per ontract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The masimum line of credit is
