The U.S. Department of Energy, Richland Operations Office (RL), will be
requesting expressions of interest from the salvage industry. The scope
of this project is to salvage buildings and associated equipment and
components located throughout the Hanford Site. The buildings are wood,
steel, and/or concrete structures and contain some hazardous materials,
consisting mostly of asbestos bearing materials and light ballasts
contaminated with PCB. All buildings will be radiologically exempt
facilities. Prior to the beginning of private contractor work
activities, all buildings will have had utilities isolated and
non-structural hazardous materials removed (such as solvents,
containerized products, etc.). Those expressing interest in salvaging
Hanford facilities will be provided with facility descriptions (size,
location, construction materials) and a general list of ancillary
components and equipment remaining in the facility for salvage.
Contractors will be invited to the Hanford Site to inspect all
facilities offered for salvage. The following is a general list of
activities to be performed by the building salvage contractor: Note:
The salvage contractor shall have rights to all building materials and
equipment remaining in each facility. Disposal and material handling
requirements will not apply to those items retained by the contractor.
1. Asbestos removal: Comply with Code of Federal Regulations (CFR)
Title 40 - Protection of Environment, Part 763 - Asbestos. Comply with
Washington Administrative Code (WAC) Title 296 - Department of Labor
and Industries Chapter 296-62 - Occ. Remove asbestos insulated pipes.
Remove exterior transite siding. Remove asbestos containing floor
tiles. Remove incidental asbestos materials from building (interior
transite panels, asbestos insulated tanks, etc.). Contractor shall
package asbestos waste according to Hanford Site requirements and
transport to approved waste disposal facility. The contractor will be
supplied with a Good Faith Inspection for each building, identifying
all known asbestos materials. 2. Hazardous material removal: All
fluorescent light fixtures shall be inspected for PCB containing
ballasts. All PCB (or suspect PCB) containing ballasts shall be removed
and packaged according to Hanford Site requirements and transported to
the hazardous waste staging area. 2. Hazardous material removal
(cont'd): All switches, thermostats, etc., shall be inspected for
mercury. All mercury shall be removed and packaged according to Hanford
Site requirements and transported to the hazardous waste staging area.
All painted materials shall be assumed to contain lead-based paint
until proven otherwise. All other incidental hazardous materials (to be
identified prior to awarding the contract) shall be removed and
packaged according to Hanford Site requirements and transported to the
hazardous waste staging area. 3. Building salvage: Remove all building
components and equipment (various process machinery, HVAC systems,
electrical equipment). Completely dismantle entire building. Note: Some
equipment left in the facility may contain hazardous material (oils,
cutting fluid, etc.). If this equipment is not reclaimed by the salvage
contractor and is slated for disposal, the hazardous waste contractor
shall be required to remove and package the waste according to the
above criteria prior to removing the equipment for disposal. 4. Restore
site: Remove building slab, foundation, and footings. Remove all slabs,
sidewalks, loading docks, stairs, etc. All earthen mounds remaining
under facilities shall be removed and used as fill for foundation voids
under office areas. The site shall be graded smooth to match the
surrounding terrain. All foundation voids shall be filled using fill
material available within the Hanford Site and graded to match the
surrounding terrain. Sufficient compaction will be obtained by driving
over the site with heavy equipment during site restoration.
Requirements and Submittals: All work shall be performed in accordance
with all applicable Federal, state, and local requirements, including
specific Hanford Site requirements (to be supplied). Contractors shall
be required to submit: Schedule of activities. Staffing and equipment
requirements. General Site Safety and Health Plan. General work plan,
including Job Hazard Analysis for specific activities and Fall
Protection Plan(s) as required. Proof of required certifications
(Washington State Asbestos Worker, Hazardous Waste Certification,
etc.). Contractors may express interest in all or part of the above
scope (Items 1-4), and may submit several proposals covering any
