Specialist, 617-223-5034. The National Park Service (NPS), North
Atlantic Regional Office (NARO) is seeking A&E services to develop
programmatic design alternatives and an Environmental Assessment for
the restoration of historic structures and new construction at the
Edison National Historic Site in West Orange, NJ. The Edison NHS
includes two units: the Main Street laboratory complex - fourteen
historic structures where Thomas Edison operated the forerunner of the
modern research and development organization; and Glenmont - Edison's
residence in nearby Llewellyn Park, a mid-19th century planned
residential community. The first phase of this project will commence
immediately and is expected to encompass the preliminary elements of
TITLE 1, including (1) Refining current program alternatives with input
from the NPS park staff, regional office, park interest groups, and the
general public, and (2) Completing an Environmental Assessment of the
Alternatives in compliance with the National Environmental Policy Act
(NEPA) and Section 106 of the National Historic Preservation Act. The
product of the first phase of this project will be a Development
Concept Plan and Environmental Assessment for Edison NHS. An important
component of this initial work will be a highly graphic publication
for broad public distribution which communicates a vision for the
future of Edison NHS. Subsequent work on this project will be dependent
upon funding to be raised through a combination of public and private
initiatives. This additional work will, subject to the availability of
funds, include the balance of Title One (Schematic Design) and Titles
Two and Three (Design, Construction Documents and Supervision). The
work will include the restoration of historic structures and new
construction at the laboratory unit for visitor information, curatorial
services, park maintenance and administration. The entire project will
encompass structures and site elements at both units. Treatment of
existing historic structures will involve preservation, conservation,
and adaptive reuse. Included in the scope of the project are landscape,
geotechnical, HVAC, electrical, fire detection/suppression, intrusion
detection, life safety code enforcement and handicapped accessibility
design. Total construction costs are estimated to range between
$25,000,000 and $40,000,000. A fixed price A/E contract is contemplated
for design development and production of contract documents. The
following evaluation criteria and associated weights in descending
order of importance shall be used in the evaluation of the prospective
firms/organizations: 1. (30%) Qualifications and experience of key
individual team members for the work required. Emphasis will be placed
on the team leaders, including subcontractors, involved in the major
areas of work; e.g., site planning, project historic architect,
architecture, structural and mechanical engineers, civil/traffic and
environmental engineers, landscape architecture, exhibit
design/interpretation, and graphic design. Emphasis will be placed upon
experience in working on historic structures of national significance
and specifying architectural preservation/conservation treatment
(including archaeological concerns); 2. (30%) Qualifications and
demonstrated capacity to direct and coordinate project team members,
and capacity to work in close coordination with neighborhood and
community groups - such as the town of West Orange, New Jersey State
Historic Preservation Office (SHPO), the Friends of Edison NHS and
others. Emphasis will be placed upon key members of the
firm/organization being readily accessible to the site, the park staff
and project partners; 3. (20%) Qualifications and experience of the
firm/organization in working with within the context of a large urban
area and a historic district, complying with city and New Jersey state
codes and dealing with local review boards; 4. (10%) Qualifications
and specific experience with NEPA and Section 106 compliance relating
to historic structures and sites; and, 5. (10%) Qualifications and
experience of the firm/organization in completing projects of this size
and complixity within established time frames and budget. Firms
desiring consideration and who meet the requirements described in this
