Agency (EPA) has a requirement for instructor services for its
Acquisition Training for Project Officers course. Please note: THIS IS
A REQUEST FOR COMMENT (RFC) AND IS FOR PLANNING PURPOSES ONLY. The RFC
in no way represents the final Request for Proposal (RFP). EPA is
seeking comments/recommendations regarding clarity of the portions of
the solicitation released, including the course text, and also ways in
which it may be improved. All comments will be considered while
preparing the final solicitation, which will be synopsized in the
Commerce Business Daily at a future date. DESCRIPTION OF REQUIREMENT:
The course emphasizes responsibilities and duties associated with the
pre-award acquisition process and instructors must be subject matter
experts in acquisition as well as skilled in teaching adult learners.
The Agency orders approximately twenty (20) courses each year which are
held at EPA Headquarters in Washington, DC and throughout the
continental United States. An indefinite delivery/indefinite quantity
contract with fixed prices per course location, including travel, is
anticipated and a performance-based service contracting approach will
be utilized. It is anticipated that the period of performance will
include a 12-month base period and four 12-month option periods. This
procurement will be 100% set aside for small businesses; applicable SIC
Code is 8331. RFC/PROCUREMENT INFORMATION AVAILABILITY: The RFC will be
posted on the BBS/Internet Gopher Server on or before May 30, 1995; and
will be open for comments for approximately two weeks. Additional
procurement information (including the course text, RFP when available
and status information) will be available for viewing and electronic
download through a dial-up modem Bulletin Board System (BBS) and
Internet Gopher Server. Interested parties are encouraged to review
this information periodically. The information is exactly the same
whether accessed via the BBS or Internet. BBS ACCESS: Dial (919)
558-0335 for access to the BBS. Set the communication parameters to 8
data bits, no parity, 1 stop bit (8, N, 1), Full Duplex, and the
emulator to VT-100. INTERNET ACCESS: The address for the Internet
Gopher Server is GOPHER.EPA.GOV. Upon reaching the main menu, select
''EPA RFP and Procurement Information'', then ''Procurements'', and
then ''Acquisition Training for Project Officers''. For technical
assistance, call 1-800-334- 2405. Vendors that do not have electronic
capability (i.e., unable to download or upload information from or to
a DOS compatible computer disk) may receive a hard copy of the RFC by
sending a written request to Kathryn Barton. The letter shall
specifically state that electronic capability is not available and that
a hard copy of the RFC is required. Phone requests for the RFC will not
be accepted. A copy of the current course text will be available for
viewing at the EPA Headquarters Library, 401 M Street, SW, Room 2904
Mall, Washington, DC 20460. Individual hard copies will not be
