R -- ENGINEERING AND TECHNICAL SERVICES SOL N00421-94-R-0064 DUE 072895 POC Contract Specialist/Point of Contact, William C. Jones, (301) 826- 1832/X106; Contracting Officer, Lois Cooksey (301) 826-1841/X179. The Systems Integration Division, Propulsion and Power Engineering, Electrical Power Systems Division (EPS), located at the Naval Air Warfare Center Aircraft Division, Patuxent River, MD requires operational, maintenance, calibration, repair, technical and engineering services for the EPS test facility and laboratory. This is a follow on effort to contract N00421-90-C-0016 which was solicited and awarded as a competitive Small Business Set Aside. The Small Business Set Aside for the present solicitation has been dissolved. As a result, this effort will be solicited on an Unrestricted Full and Open Competition basis. This procurement synopsis is a follow on to the Sources Sought Synopsis published in the Commerce Business Daily on May 17, 1994. {A} BACKGROUND: EPS performs as the lead naval field activity for development, test and evaluation of airborne electrical components. This Division plans, conducts, develops, tests and evaluates, and reports on specific projects for aircraft electrical systems and components as related to the systems in the categries of primary, secondary and emergency power generation systems, power conversion equipments, special electrical systems, emergency power units, auxiliary power units, constant speed drives or transmissions, turbine engine starters, battery chargers, power distribution and control equipment. This division, (1) Acts for the Naval Air warfare Center Aircraft Division (NAWCAD) and the Naval Air Systems Command (NAVAIRSYSCOM) as the qualifying activity for the above equipments and as such, it plans, conducts, and reports on projects concerning the test and evaluation of development or production items to determine suitability for Navy Qualified Products List (QPL); (2) Conducts design verification testing of previously qualified items to determine continued QPL listing; (3) Performs developmental testing of advanced types of equipment with improved performance and operating characteristics; (4) Performs developmental testing of advanced technology electrical systems components; (5) Conducts investigations of fleet problems; (6) Provides support to the Board of Inspection and Survey (INSURV) involving evaluation of new aircraft electrical installations; (7) Conducts in process reviews of workmanship and flight safety of the electrical and electronics equipment and wiring installations in all aircraft for INSURV Service Acceptance Trials, Developmental Test (DT) pre-INSURV programs and in aircraft modified or overhauled by military or civilian facilities: (8) Develops and evaluates new techniques for generation and/or conversion of electrical power for advanced aircraft electric systems, systems components and required control and distribution equipments: (9) Plans and conducts investigation of flight environmental phenomena prevalent in naval aircraft and develops design criteria for prototype airborn electrical and electronic equipment based on these parameters: (10) Furnishes proposed airframe changes, develops test equipment and procedures, and proposes specifications and military standard drawings for new equipment: (11) Procures, provides, operates and maintains environmental facilities for NAWCAD in support of project work and develops new laboratory test procedures and specifications: (12) Plans and conducts independent research and exploratory development projects: (13) Acts as lead laboratory for and maintains liason with NAVAIRSYSCOM: (14) Maintains liason with and provides technical consultant services for other Government activities and industry for airborne electrical equipment. {B} CONTRACT TASK AREAS: (1) Provide operational, maintenance, repair, engineering and technical services in support of qualification and design verification testing of aircraft electical systems and system components in accordance with approved test plans: (2) Provide operational, maintenance, repair, engineering and technical services in support of developmental testing of advanced series of existing types of equipment with improved performance operation, reliability, and maintainability characteristics of new equipment: (3) Provide technical support services and in process reviews in evaluating the quality, workmanship, and flight safety of electrical and electronics equipment and wiring installations and in new and modified aircraft in accordance with military specifications and standards or approved test plans: (4) Provide technical and engineering support services for the operation, maintenance, repair, update, and calibration of the Electrical Power Systems Division's test facilities and test equipment. {C} REQUIREMENTS: (1) Program and Facility Management Support: (2) Test Support: (3) Laboratory Operations Support: (4) Maintenance and Calibration Support: (5) Laboratory equipment Modification and Upgrade: (6) Aircraft In Process Reviews for Quality: (7) Facility Support. {D} REQUIRED PERSONNEL AND LEVEL OF EFFORT: A list of the types of personnel and the Level of Effort required for this effort follows. The period of the proposed effort is a 6 month base period, 4 option years and a 6 month fifth option period for a elapsed total of 60 months or 5 years.
