The Forest Service requires services to develop a comprehensive business plan to develop a self-sustaining and prosperous Enterprise Forest. The plan will focus on the four Southern California National Forests; Los Padres, Angeles, San Bernardino and Cleveland. The plan will incorporate these four Southern California units into a single Enterprise Forest. The plan will include current financial and 10-year projected revenue, assessment in fair market values the forests' resources, and current goods and services, financial evaluation which includes investment and revenue feasibility for current as well as proposed new business and products, new organizational model that identifies the agency and external partner skill needs, and the authorities needed to implement. The business plan design shall include a multi-year implementation plan and estimation of financial support needed to implement. (125)
