842-6784 The Centers for Disease Control and Prevention contemplates
awarding a contract for Comprehensive Analytical Chemistry Support
(CASC). This contract will provide routine analytical chemistry support
and limited specialty/short term methods development to the National
Institute for Occupational Safety and Health~s (NIOSH) research
activities. All offerors are hereby advised that as part of the
evaluation process for this requirement, only offerors who can
demonstrate compliance with the following ''absolute criteria'' will be
considered eligible for award: The proposed laboratory and all
sub-contract laboratories must be accredited by the American Industrial
Hygiene Association (AIHA). Confirmation of this accreditation must be
provided in the proposal in the form of a copy of the accreditation
certificate or other appropriate documentation. Any offeror not
accredited by the due date of this Request for Proposal will not be
considered eligible for award. The offeror is required to demonstrate
either internally or through sub-contracts the availability of
instrumentation necessary to perform standard industrial hygiene
chemical analyses with the following nine instrumental techniques: (1)
gas chromatography, (2) high performance liquid chromatography, (3)
atomic absorption spectroscopy (both flame and graphite furnace), (4)
Inductively coupled plasma atomic emission spectrometry, (5)
ultraviolet, visible, and infrared spectrophotometry, (6) X-ray powder
diffraction, (7) ion chromatography, (8) optical microscopy, and (9)
GC/mass spectrometry. Any offeror who lacks instrumentation in any one
of these techniques will not be considered for eligible for award. The
offeror must submit the laboratory's current quality assurance (QA)
manual which meets AIHA guidelines. Any offeror who does not provide a
QA manual as part of their proposal will not be considered eligible
for award. The scheduled issue date is approximately May 26, 1995. NO
