70 -- REMEDIAL SOFTWARE MAINTENANCE FOR SCIENTIFIC AND TECHNICAL INFORMATION LIBRARY AUTOMATION SYSTEM (STILAS) SOL F29650-95-R9001 POC Christi L. The Air Force Phillips Laboratory, Directorate of Contracting, Kirtland AFB, New Mexico, intends to award a sole source contract to Sirsi Corporation to provide comprehensive software maintenance support for SIRSI Corporation's STILAS. STILAS is proprietary software owned by Sirsi and licensed to.the Government. The current configuration requiring maintenance consists of the following modules at the model IV level: Bibliographic and Inventory Control, Enhanced Public Access, Circulation, Retrieval Interface Manager, Character-based workstation licenses (STILAS and Zenith workstations), GUI workstation license, Acquisitions, Serials Control, STINFO Tracking, Classified Accountability, Internet Navigator/Information Gateway, BRS Search License, Intelligent Interface to BRS, Request, Z39.50 Intelligent Interface Client, and Z39.50 Intelligent Interface Server. Additional SIRSI software modules may be added during the life of the contract, these will also require complete support. Services required include: hotline support via telephone, fax, and/or e-mail, data tape loading, data conversion/preparation, regularly scheduled software upgrades, software customization as required, special software engineer/analyst support as required, installation/configuration of future additional software modules and associated miscellaneous software support. Principal period of maintenance is 0700-1900 Monday through Friday with a required response time of 4 hours. The contemplated effort is for a period of five (5) years, the Basic year is from l Oct 95 through 30 Sep 96 with four (4) twelve month option periods. Software maintenance personnel performing under this requirement shall have a minimum of four years programming experience, two years of which shall have been on the same or similar software types listed above. Foreign-owned firms will not be precluded from participating on this acquisition. A contract will be awarded to Sirsi Corporation provided other sources cannot furnish the requirement at more favorable terms. Firms responding should indicate if they are a Small Business, a Socially and Economically Disadvantaged Business, an 8(a) qualified business, or Woman-owned Business. Any companies falling in the aforementioned categories must submit a Statement of Capability (See Note 25) to include written evidence of release of SIRSI's proprietary rights to the listed software to be received by this activity no later than 30 May 95. As a result of analyzing responses to this synopsis of intent, the contracting officer may determine that a solicitation will be issued to those prospective sources who, in the sole judgment of this purchasing activity, have the potential of successfully fulfilling the requirements. All responses from responsible sources will be fully considered. If a solicitation is issued, no additional sysnopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent or otherwise request a copy of the solicitation. For the purposes of being considered a small business the following applies: SIC Code 7371, Size Standard $18.0 M. The Government reserves the right to set this acquisition aside for Small Business, SBA 8(a) Program, Small Disadvantaged Business, Historically Black Colleges or Universities (HBCU) or Minority Institutions (MI) based upon known sources and/or responses to this synopsis. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to address concerns during the proposal development phase of the acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before contacting the Ombudsman.
