Norfolk, Detachment Philadelphia, intends to negotiate on an other than
full and open competition basis pursuant to FAR 6.302-1 with EPC Labs
of Danvers, MA., and with Ultra Electronics of England, UK., for the
acquisition of four (4) Thermal Graphic Recorders. The Thermal Graphic
Recorders will be used at the Naval Submarine School in Groton, CT,
and are required to be 100% compatible with the ''Scientific Atlanta
Spectrum Analyzer'' model # GPD-850A and must be with the following
overall dimensions L 22''X W 29'' X H 7''. Other required features for
these recorders are as follows: Remote speeds, selectable through 25
PIN ''D'' connector, a 16, 8, 4, 2, 1, .5 and .25 scans/second standby
data clock output for synchronization, A 5 volt TTL pulse indicator
for start sweep cycle, A 4 bit parallel input for tone shade, a
resolution of 203 DPI and data points that equal 2096. The
aforementioned vendors are the only known sources who currently
manufacture the required Thermal Graphic recorders. A 12 week delivery
time for the Recorders is required. The applicable SIC code for this
