PRE-SOLICITATION: The project covered by this statement consists of furnishing all plant, labor, supplies, equipment, materials and transportation to construct a new water main and fire hydrant system. The job consists of 2000 linear feet of 8-inch water main with two hydrants and replacing 19 fire hydrants in various locations. Project includes excavation, backfill, jacking/boring and repaving. There are two additive bid items as follows: 1. 760 linear feet of 6-inch water main and one fire hydrant. 2. 400 linear feet of 8-inch water main. All work to be performed in accordance with the plans and specifications. All work to be performed at Barnes Air National Guard Base, Westfield, Massachusetts. Performance period is for ninety (90) days after receipt of the Notice To Proceed. Estimated magnitude of construction is between $250,000.00 and $500,000.00. This project is being considered for 100% set-aside for Small Disadvantaged Business (SDB) concerns. Interested 8(a), SDB, ESB's and Small Businesses should notify this office, in writing, of their interest to bid the project as a prime contractor as early as possible but no later than 18 May 1995. All written responses must include a positive statement of eligibility as a small socially and economically disadvantaged business concern under SIC Code 1623, ''Water, Sewer, Pipeline, and Communications and Power Line Construction''. If adequate interest is not received from SDB concerns, the solicitation will be issued on an unrestricted basis without further notice. Therefore, replies to this office are still requested from all business concerns regardless of business size or status.
