National Center for Biotechnology Information (NCBI), a division of the
National Library of Medicine (NLM), requires the services of a
contractor who employs senior-level systems analysts and programmers
with advanced skills in scientific and database software development.
The contractor shall provide software systems design and programming
assistance to the intramural research and development efforts of the
NCBI staff in implementing major new systems for the solution of
scientific database design, searching, and analysis problems caused by
the rapid growth of molecular biology information, specifically
molecular sequence data. The contractor shall perform tasks in
designated application areas using various hardware and software
systems provided by the Government. The contractor shall be required to
use any of the hardware systems listed below, or other systems, as
specified in task orders: Servers - Multiprocessor Sun SPARCcenters and
SPARCservers, and Silicon Graphics Challenge; Workstations - Sun
SPARCstations, Silicon Graphics, other Unix-based workstations,
PC-compatibles, and Macintosh. The contractor shall be required to have
expertise in any of the software systems listed below, or other
systems, as specified in task orders: Networking - Client-server
applications, TCP/IP protocols, NFS, distributed databases; Operating
Systems - UNIX, Windows, Macintosh OS; Languages - C, C++, SQL, ASN.1;
Windowing Systems - X Windows, Motif, Microsoft Windows, Macintosh;
Databases - Sybase SQL Server. The contractor shall be required to
perform tasks in designated application areas such as those listed
below, or other areas, as specified by task order: scientific database
management including data collection, entry, verification,
maintenance, and dissemination; standards-based graphical user
interface front-end software to database applications; distributed
software applications using local area or wide area networks,
particulary database-related applications and/or applications employing
distributed windowing systems; database design, incorporating data
representations that are optimal for search, analysis, transmission,
and storage of factual and bibliographic data, particularly biological
data; methods and algorithms for improving the efficiency of
information retrieval; software algorithms and other database query
methods for translating queries into appropriate retrievals from
multiple related factual databases; and methods of applying advanced
hardware and software systems (e.g., parallel and multiprocessing
architectures, multithreaded operating systems) to problems of data
retrieval and sequence analysis. A cost-reimbursement type contract
using a task ordering mechanism with a term of five (5) years is
contemplated. Release of the Request for Proposals (RFP) is contingent
upon receipt of a Delegation of Procurement Authority. All responsible
sources may submit a proposal which will be considered by the National
Library of Medicine. Copies of Request for Proposals NLM 95-108/RMC
will be available on or about fifteen (15) days from publication of
