TEL (212) 668-7046, Contract Specialist. Provide professional
architectural and engineering services and related technical services
to design the renovation of the interiors of Buildings No. 1, 2, 3 and
4 located at the U. S. Coast Guard Rosebank Family Housing Complex in
Staten Island, NY. The services shall include site investigation,
preparation of a preliminary design report and final design drawings
and specifications. Other services include preparation of a detailed
cost estimate, an analysis and evaluation of HVAC systems, and
preparation of a equipment/material selection catalog and performing
asbestos and lead surveys. The project area encompasses approximately
43,000 square feet of living, common, storage and mechanical spaces
serving seventeen apartment units. The scope of work the Coast Guard
intends to have performed includes the removal of asbestos and lead,
replacement of mechanical, electrical and plumbing systems, renovation
of all interior spaces including new kitchens and bathrooms; stripping
existing or installing new moldings; patching and painting of walls,
ceilings and trim; and minor exterior repairs. The complete design and
all other services shall be completed within one hundred and seventy
(170) calendar days after the date of contract award tentatively
scheduled for mid July 1995. This procurement is issued pursuant to the
small business competitiveness demonstration program and is open to
both large and small business participation. Interested firms shall
submit a current SF-254 and SF-255 no later than the close of business
on the 30th calendar day after the date of this announcement. If the
30th day is a Saturday, Sunday or Federal holiday the closing date
shall be the next business day. In addition to the (6) selection
criteria listed in Note 24, potential contractors shall be evaluated in
accordance with the following criteria. (7) location in the general
geographical area of the project and knowledge of the locality of the
project (8) In-house professional and technical capacity to accomplish
the work (9) ability and experience in Computer Aided Design (CAD)
(10) the number of minorities and women in all relevant job
classifications and pay scales that will actually work on the project
in comparison to the number of qualified minorities and women of the
same job classification and pay scale located in the Standard
Metropolitan Statisical Area where the work is to be performed. This

(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority, women-owned and disadvanted business
enterprises to acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
