ANNOUNCEMENT (BAA) N62269-95-BAA-008. This BAA accouncement is to
solicit technical/cost proposals in the area of Acoustic and
Non-Acoustic Undersea Warfare (USW) Technology. Responses are required
to be submitted in accordance with the guidelines set forth herein.
The selection of one or more sources for contract award will be based
on a scientific and engineering evaluation of your response (technical
and cost as it relates to the technical effort) to determine the merit
of the technical approach used to respond to this announcement. New
innovative and creative approaches to the technical problems presented
herein by the Navy are of primary interest. The specific areas of
interest in fundamental research include the following: 1) New, unique
and innovative concepts which could lead to new techniques for sensors
and signal processing with significant military application in the
detection, classification, and/or localization and/or attack of
submarines; 2) Concepts which could lead to the augmentation or
improvement of current or development USW systems by infusion of new
technology; 3) Innovative research based on countering submarine
technology and developmental trends; 4) Research involving the
interrelation of acoustic and non-acoustic phenomena if it shows
potential USW value; 5) Telemetry methods for transfer of data between
sensors and various platforms; 6) Specific concepts related to both
shallow and deep water operations; and 7) Concepts for advancing the
state-of-the-art in mathematical and modeling techniques for
analyzing/evaluating USW effectiveness. This announcement will be open
until 4 May 1996. Proposals will be accepted any time during this
period. Proposals submitted may be evaluated periodically by in-house
scientists, a Government evaluation team or by a group of scientific
peers. Award decisions will be based on an evaluation using the
following criteria: a) Overall scientific and technical merits of the
proposal; b) Potential contributions of the effort to Department of
Defense (DoD) missions in acoustic and non-acoustic USW technology; c)
The offeror's capabilities, related experience, facilities,
techniques, or unique combinations of these which are integral factors
for achieving the proposed objectives; d) Cost as adjusted for cost
realism. Offerors may respond to one or more of the research areas
described above. Proposals submitted must consist of a clear statement
of objectives, a technical section, which should include, as a
minimum, background experience, concepts, and ideas, methodology,
expected contribution of the research to the DOD mission, a Statement
of Work and milestones, a biographical section describing key
researchers and a cost section. Details of any cost sharing to be
undertaken by the offerer should be included in the proposal. Technical
proposals should be limited to twenty-five (25) pages. The cost of
preparation for the response to this BAA shall not be considered an
allowable direct charge to the resulting contract or any other
contract. The Mission Avionics Technology Department and the USW
Analysis Division of NAWC-AD Warminster have cognizance and
responsibility for the areas of issues relating to the design and/or
development of new, unique and innovative hardware, signal processing
and other system related concepts (areas 1 through 6) above are Mr.

Petri (215) 441-2409 (Non-Acoustic Technology). The Points of Contact
for technical issues relating to advancing the state-of-the-art in
mathematical and modelling techniques (area 7 above) are Mrs. Lorraine

of Contact for procedural and status questions is Mrs. Morgan Watson,
(215) 441-3395. The Point of Contact for contractual matters is Ms.
Lynda Frattone, (215) 441-2282. Offerors are cautioned that only
Contracting Officers are legally authorized to commit the Government.
For planning purposes, the period of performance is estimated to be
from 1 - 3 years, at a level of effort of 1 - 5 man years. Contract
type is anticipated to be CPFF completion. Several awards may be made.
