Force plans to award a sole source modification to contract
F49620-91-C-0006 with the National Academy of Sciences of Washington DC
20418 to be performed through 31 Oct 95 for the following requirement:
The Air Force Office of Scientific Research requires support to
evaluate individual research proposals with subsequent submission of
narrative reports on findings and conclusions in the Directorate of
Aerospace and Materials Sciences. The research subareas for aerospace
sciences include: structural mechanics, particulate mechanics,
mechanics of materials, external aerodynamics and hypersonics, internal
fluid dynamics, turbulence prediction and control, airbreathing
combustion, and aero propulsion diagnostics. The research subareas for
material sciences include: metallic structural materials, and ceramic
and nonmetallic structural materials. QUALIFICATIONS: Successful
performance of this need requires that the contractor have the
following expertise, qualifications and capabilities: (a) The
contractor must have the capability to attract and select distinguished
experts in aerospace and materials sciences on a nationwide basis to
serve as panel members to evaluate proposals; (b) the contractor must
assemble select panels of experts to provide assessment of issues
affecting the AFOSR Aerospace and Materials Sciences Directorate and
have the prestige and reputation such that experts from private
industry will serve at minimal or no cost to the government; (c) the
contractor must be familiar with the research and development interests
of the AFOSR Directorate of Aerospace and Materials Sciences, and the
contractor must have the recognized stature and independence equivalent
to that of the National Academy of Sciences; (d) the offered panel
experts must be recognized authorities with prior experience in the
assessment of complex technical issues. Unless adequate alternative
sources are found to meet the qualifications above, and who are capable
of meeting the requirement, the Air Force will issue a non-competitive
contract modification to the National Academy of Sciences. Prospective
alternative sources must submit evidence substantiating that each of
the listed qualification requirements can be met. Closing date for
submission of responses to this is 30 days from this notice. Send
