072095 POC Katrina James, Contract Specialist, 301/594-7730. The
National Institutes of Health (NIH), National Institutes of Diabetes
and Digestive and Kidney Diseases (NIDDK) intends to contract on a sole
source basis with Molecular Structure Corporation, The Woodlands, Texas
for a Mirror Optic System to be installed in a existing
Government-owned R-axis Image Plate System which is a integral part of
a existing Government-owned RU200 rotating Anode X-Ray Generator
System purchased from Molecular Structure Corporation. The Mirror Optic
System (PN MSC16080) shall be a double focussing mirror system with two
mirrors; an 80 mm mirror plated with Plantinum and a 160 mm mirror
plated with Nickel; shall be enclosed within a helium chamber; the
enclosure for the Mirror Optic system shall be provided with a leaded
plexiglass front window; shall include a remote control for translation
and curvature and beam splitter adjustments for each mirror; shall
include a remote controlled attenuator and fluorescent screen wheel
within the helium chamber; shall have x and y adjustments for
alignment; shall be supplied with a diode x-ray detector and
electronics to aid in the alignment of the mirrors; and also
demonstrate to the Government's satisfaction the compatibility of
operation with the existing Government owned Rigaku RU-200 X-ray
generator and the existing Government owned Raxis IIC Imaging Plate
System. The 2-Theta Stage (PN MSC53450) shall include a
crystal-to-detector translation sled mounted on air bearings; shall
have a two-axis digital readout system; shall have an extension table
with a stainless steel surface; shall be provided with a tube tower
extension for the existing Government owned Rigaku RU-200 rotating
anode; shall have a crystal-to-detector range of 53mm to 450mm; shall
have an 80 degree 2-theta range (this range shall extend from -35
degree to +45 degrees; the 2-theta stage shall be compatible and
demonstrate to the Government's satisfaction the interoperability with
the existing Government owned Rigaku RU-200 X-ray Generator and the
existing government owned RAXIS IIC Imaging Plate System. The NIH will
also acquire some additional equipment for the Mirror Optic System:
(1) Be window 4550-408-02 (RAG-BE-D2R72L); (2) Be window S o-ring
(RAG-BE-4DS020); (3) Spacers for low temperature stand for height
adjustment; (4) right port rotary shutter; and (5) move R-AXIS from
left port to right port. The additional equipment shall insure the
propoer integration with the system and its proper operation after
integration. The NIH believes the proposed contractor is the only
source available as it is uniquely qualififed to provide the subject
Mirror System. This is not a formal solicitation. However, concerns
that respond should furnish detailed data concerning their
compabilities demonstrating the offeror ability to provide the
equipment needed. Determination to use other than Full and Open
Competition was made in accordance with 41 U.S.C. 252(c)(1) as set
forth in FAR 6.302-1. This notice may represent the only official
