Officer, 617-377-6395. The Communications and Airspace Management
Systems Directorate of the Air Force Material Command (AFMC),
Electronics System Center (ESC) seeks to procure up to 500 each basic
Theater Deployable Communications (TDC) Intrabase Radio, and optional
accessories to include antenna mast and larger antenna. The TDC
Intrabase Radio program will provide a short range, transportable,
wideband line-of-sight communications capability in support of the TDC
Program. It shall be a field tunable, full duplex microwave radio
terminal suitable for tactical, quick deployment military applications
characterized by ease of transport, short set-up and tear-down times,
and reliable world-wide operation under adverse environmental
conditions. The radio shall permit remoting of a separable radio
frequency (rf) receive/transmit section for use on a mast or tower. The
radio shall be fully (over-the-air and baseband) interoperable with the
currently fielded Terracom TER-170 and AN/GRC-239 radios without any
degradation of the fielded radios' capabilities. The radio shall also
provide rapid field tuning of its operating frequencies without special
tools or test equipment. Both the receive and transmit frequencies
shall be independently setable. The radio shall be capable of
transmitting and receiving each of the following baseband signals (any
one operating at a given time): (a) A composite frequency multiplexed
waveform consisting of conditioned diphase digital traffic within the
range of 0.072 to 4.608 mbps and either an Analog System Orderwire
(ASOW) in the 0 to 3 kHz band or a Digital System Orderwire (DSOW)
operating at 16 to 32 kbps (both orderwire capabilities shall be
provided), (b) Pseudo-NRZ digital traffic at 6.144 mbps, (c) Four T-1
streams operating concurrently. The Government plans to award a
five-year production contract with an average annual order of 100
radios, but desires a surge capability of up to 250 radios per year.
The Government requires the ability to place multiple orders within a
single contract year. Delivery of initial production units is required
three months after contract award. The offerors may be required to
demonstrate equipment interoperability with a production representative
radio within 30 days after Request For Proposal (RFP) release. The
Government may perform an on-site review of the offerors' facility to
evaluate production capacity and capability. The Government is seeking
qualification packages from firms interested in providing the above
mentioned items. Interested parties should submit qualification
packages within 30 days of this announcement. To be considered
qualified, potential offerors must meet the following criteria: (1)
their equipment must meet the requirements summarized in this synopsis,
(2) they must have technical, managerial, and financial capabilities to
perform this effort, and (3) they must have the production capability
to meet the Government's stated delivery requirements. Firms should
indicate whether they are a large or small business (the Small Business
Administration's Standard Industrial Code 3669 ''Other Communications
Equipment, N.E.C.'' applies, size standard is a maximum of 750
employees), and if they qualify as a socially or economically
disadvantaged business or women-owned business. This synopsis does not
constitute a RFP or an Invitation for Bid (IFB) and is not intended to
