The Government intends to purchase the multiple magazine Holder (mmh) as a non-developmental item (NDI) through the use of two-stepsealed bidding (FAR 14.5). The technical proposal for step one will include the submission of approximately 10 each sample MMHS for GOV-ernment evaluation. Step two will involve the submission of sealed priced BIDS by those who submitted acceptable technical proposals in step one. The requirements include, but are not limited to: The mmh shall interface with the M16 series rifle, the M4 carbine, and the 30 round magazine (drawing 8448670) used on these weapons. If the mmh attaches to the weapon, the mmh shall be compatible with the M12 arms rack (drawing 8449880) and M203 grenade launcher (drawing 11838703). The weight of the mmh shall not exceed four ounces. The mmh shall hold two 30 round magazines (drawing 8448670). The time to change from the first magazine to the second shall not exceed five seconds for both right and left handed shooters. The mmh shall have a Cor-rosion resistant non-reflective finish. The mmh shall endure the firing of 6,000 rounds of 5.56 ammunition. Nonmetallic components of the mmh shall be resistant to specific conditioning chemicals. The material properties of the nonmetallic components of the mmh shall beunaffected when the components are subjected to the chemical COM-patibility test. When assembled to two fully loaded magazines and attached to either the M16a2 rifle or M4 carbine, the mmh shall not have a vertical profile greater than 11.2 inches, shall withstand the rough handling test, and shall Orient the external magazine in the same manner as the magazine loaded into the weapon (feed end of Mag-azine up and cartridges pointing Forward). Step 2 will also include an unevaluated option for the procurement of a technical data package for future acquisitions. MIL-I-45208 inspection criteria required. First article test is required. Estimated issue date of this so-licitation is 052695. The proposed contract will include a 100 per-cent option. FOB is unknown. This proposed action is for supplies for which the Government does not own specifications and drawings to permit full and open competition.
