(301)443-5672 The Health Resources and Services Administration (HRSA)
is interested in identify sources that can develop a report on how
implementation of the North American Free Trade Agreement (NAFTA) will
impact HRSA-sponsored programs along the U.S./Mexico Border. The
contractor shall develop a report showing the impact of NAFTA on
HRSA-sponsored programs by collecting, compiling and analyzing data and
information from the U.S./Mexico Border. This report will be uitilized
by HRSA to adjust program objectives and priorities to ensure maximum
utilization of resources on the border is achieved while programs are
implemented in the area. The contractor shall obtain information from
Department of Commerce and Department of Interior on NAFTA and project
the impact of the agreement as it relates to primary health care on the
U.S. side of the border. 1) The contractor shall collect and analyze
basic information about HRSA-Sponsored programs and their revenue
sources along the defined U.S./Mexico Border area. 2) The contractor
shall collect, analyze, make projections and comparisons using the
follwoing criteria: a) all counties which in whole or part fall within
60 miles north of the U.S. - Mexico Border and designated as Health
Professionals Shortae Areas (HPSAs) or Medical Underserved Areas
(MUAs); b) describe HRSA Border activities in the four States and
projections for the future using the inventory of current HRSA programs
developed by the HRSA Task Force (i.e., Migrant/Community Health
Centers (M/CHCs), Area Health Education Centers (AHECs), Health
Education and Training Courses (HETCs), in the four Border States). The
Contractor shall in the process of enumerated in 2. above, shall
generate the following information: a) a comparison of the current
ratio and health professionals and health services to population versus
the current ratio for the same identified Border counties, with a the
four Border States and projections through the year 2010; b) a
comparison of the current ratio of health professionals and health
services to population in the same identified counties versus the State
totals and projections through the year 2010 and; c) update health
indicators such as Proverty, Infant Mortality, and Low Birth Weight
babies, in relation to the percentage of Hispanics in the defined
U.S./Mexico Border area. This is not a Request for Proposal (RFP), it's
only a sources sought request, no solicitation will be issued. All
interested parties, at no cost to the Government, should submit their
capability package which addresses all requirements listed in this
