The U.S. Department of Energy, Richland Operations Office (RL), will be soliciting proposals from qualiied firms to provide energy conservation services, as specified in the Energy Policy Act of 1992, for buildings in the 200 and 300 areas at the Hanford Site. The energy conservation services basic requirment is for providing alternative heating and process steam supply for all buildings specified in the 200 and 300 areas. Other conservation measures may be considered, e.g., lighting and weatherization. An Energy Savings Performance Solicitation will be issued on or about May 23, 1995. The successful awardee will provide, at no capital cost to the government, all financing, labor, material, and equipment necessary to effect energy cost savings. Contracted services will include operation and maintenance of the equipment installed to effect savings during the period of repayment. The contractor will receive payment based on guaranteed annual cost savings from the Energy Conservation Measures (ECMs). The contractor will receive equal monthly payments based on an annual contractor payment schedule subject to an annual energy audit to be conducted on or about the anniversary date of installation. It is required that all contractors be pre-approved by the Federal Energy Management Office before an award is made. The government reserves the right to utilize non-goverment personnel in the evaluation of the proposals. A preproposal conference and familiarization tour will be conducted on or about June 22, 1995.
