66 -- VAPOR DETECTION DUE 053195 POC Contact Point, James Lieberman, (202)927-0435 The U.S. Customs Service is seeking innovative techniques to identify stolen outbound vehicles hidden in 40 foot or larger cargo containers. This requirement is necessitated by the need for a safe, fast, inexpensive, and accurate tool for U.S. Customs Service inspectors to be able to identify and discriminate hydrocarbon emissions from fuel systems or other vapors, such as from tires, emanating from these vehicles. Battery operated systems are preferred. The detection techniques should address existing, off-the-shelf hardware. No developmental techniques are envisioned. U.S. Customs prefers a rapid screening technique that would rely on a relatively small volume of air sample, and a fast go, no-go analysis system, resulting in a minimum number of false positives. All interested parties shall submit information regarding the capabilities of commercially available off-the- shelf equipment to the address shown above not later than May 31, 1995.
