which the Government intends to solicit and negotiate only with
Airfield Technology under authority of FAR 6.302-1, pursuant to 41
U.S.C. 253(c)(1), (only one responsible source). The Standard
Industrial Classification (SIC) Code is 3823. A market survey was
conducted on February 22, l995, and the results of this survey support
our determination to solicit and negotiate with only one firm. Your
inquiry should indicate if the solicitation is being requested for
Information, Subcontracting, or Bidding Purposes. See numbered Note 22.
The system will be required to maintain engineering data on the effects
of snow depth and endfire glide slopes systems. System must not require
an aircraft modification or an aircraft waiver to operate. System must
operate on 11 to 33 volts DC, fit in front seat of the aircraft and
include, as a minimum, a printer for immediate hard copy of flight
evaluation data, a digital theodolite, a commercial warranty on all
parts and labor, one week of lab and class room training for minimum of
six people, and a portable computer with a math co-processor and
enhanced bright display with real time navigational data graphs of all
parameters per Order 8200.1 for ILS/VOR/MKR. For Minority, Women-Owned

Transportation (DOT) Office of Small and Disadvantaged Business
Utilization has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contacts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000 per contract to provide accounts
receivable financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $500,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
