facsimile 875-6292. The U.S. Department of State, Office of Foreign
Buildings Operations (FBO), is seeking to pre-qualify offerors for the
upgrade of the Chancery Public Access Control (PAC), in Ankara,
Turkey. The project consists of the demolition and reconstruction of
the Main Gate House, upgrade of the perimeter fence, demolition and
reconstruction of the main entrance, Sentry Guard Booth within the
Embassy Office Building (EOB) and the construction of an entrance ramp
for the physically impaired adjacent to the EOB. The project also
consists of the demolition and reconstruction of Gate Houses 2 and 3,
and building perimeter security upgrades for Annex Buildings 1 and 2.
The Request for Proposal (RFP) is planned for release to pre-qualified
offerors in July 1995, with an anticipated construction start date of
October 1995. The performance period from contract execution to
project completion is approximately 12 months. The contract type shall
be firm-fixed-price. The estimated value of construction is between
$2,000,000 and $4,000,000 U.S. dollars. The successful offeror is not
required to have, or to obtain a U.S. security clearance. In order to
obtain the RFP and be eligible for contract award, offerors must
pre-qualify by requesting a copy of the pre-qualification package and
meeting each of the following criteria, and detailing those
qualifications in a written format specifcally addressing each
individual qualification criterion by the closing date listed below.
Offerors must also submit sufficient documentation to verify their
ability to meet each of these criteria. Failure to address each of
these criteria in writing, will result in failure to pre-qualify. In
addition, failure to meet the requirements of each and every one of
these criteria fully or to provide the requisite information, will
result in failure to pre-qualify. A description of these criteria, as
well as other pertinent information and instructions may be found in
the ``Pre-qualifcation Package''. The pre-qualification criteria are as
follows: a) For firms not based in Turkey, successful international
construction experience on a similar project, outside of the North
American continent. b) Successful construction experience, similar in
complexity and type to this project, with at least one construction
project in the $2,000,000 to $4,000,000 U.S. dollar range. c)
Satisfactory performance on a similar U.S. Government contract, if any.
Although previous or ongoing performance of a similar U.S. Government
contract is not a requirement, if such contracts have been performed,
the offeror must have performed at a satisfactory level, at a minimum.
When responding to criteria a, b, c above, offerors must list the
owner's name, address, telephone number, and contact person for each
project listed. d) Offeror must demonstrate that it has been in
construction business for over three years prior to the date of this
announcement. e) Offeror must demonstrate that it has the financial
capability and resources to undertake a project of up to $4,000,000,
and be able to obtain the required performance and payment bonds, or
bank letters of credit or guarantee. Offeror must provide a list of
banks or other lending institutions which offeror intends to use in
order to finance this project, and provide credit references. f)
Offeror must demonstrate that the company is, or can be registered to
do business in Turkey, and has no legal restrictions associated
therewith. g) Offeror must demonstrate that it has the capability of
administering a construction contract written in the English language.
h) Offerors must show a typical management plan for construction of a
facility of this magnitude. In order to pre-qualify, potential
offerors must request a ``Pre-qualification Package'' from the point of
contact listed below by May 25, 1995. Telephone and facsimile requests
are acceptable. Pre-qualifications Packages and proposals will be
accepted from both U.S. and non-U.S. firms. Offerors shall request and
submit an original and two copies of each document to U.S. Department
of State, Office of Foreign Buildings Operations, Attn: Mr. John M.
Hite, A/FBO/AP/AD, Room L-600, SA-6, P.O. box 12248, Rosslyn Station,
Arlington, Virginia 22219. Completed ``Pre-qualification Packages''
