99 -- AIR TRANSPORTABLE POWER GENERATION, WATER TREATMENT, WASTE DISPOSAL, AND SHELTER SYSTEMS POC Elmer Bonnell, Contract Specialist, 904/882-4685, Ext 139. Request for Information (RFI), The Aeronautical Systems Center's Weapons, and Air Base and Range Systems Product Support Office, at Eglin AFB FL request information on Commercial Off-the-Shelf (COTS) air transportable power generation, water treatment, waste disposal, and shelter systems. The following specific areas are being solicited: (1) Portable electrical generating equipment between 5 kW and 750 kW, including support hardware, to provide power for Air Force contingency bare base operations. System must meet or exceed current EMI performance, have a power factor of at least 0.80 at peak load, be of an integrated design to improve modularity, and be capable of being transported by current USAF cargo aircraft. (2) Portable water treatment equipment to provide portable drinking water at 1200 gph for 20 hr/day from biological and chemical contaminated water, brackish ground or surface water, municipally treated water, and salt water. System must draw raw water, treat, and distribute under pressure. System must meet medical service needs. Water storage portable bladders and tanks are also requested. (3) Portable waste disposal system for both solid and liquid wastes. System/s should consider day to day human waste and medical waste disposal. Industrial waste is not being considered. (4) Portable protective soft and hard wall shelter systems which will provide rest and relief and work areas for personnel. Shelters systems are required with and without flooring. Sizes are required to support everything from 10 personnel up to warehouse and maintenance size facilities. Billeting and work shelters must be easy to erect, require minimal manpower, be habitable, sustainable, require minimal maintenance, and be capable of being recovered and redeployed. ASC/VX will host an industry day during 17 and 18 May 1995 to answer pertinent questions and provide time for those firms interested in demonstrating their products. Firms having the ability to provide systems should submit specific information to document their capabilities and potential to successfully execute this effort to ASC/VX, 314 W. Choctawhatchee Ave., Suite 103, Attn: Mr. Elmer Bonnell, Eglin AFB FL 32542-5717. Such information should include, but not limited to: manufacturing capability, test and evaluation results, logistics support requirements. This RFI is for planning purpose only, and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any follow-on acquisitions. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect cost or changes by the Government will arise as a result of submission of responsed to this RFI and Government use of such information. The Government reserves the right to reject, in whole or in part and industry input as a result of this RFI. This RFI does not constitute the solicitation of proposals, authority to enter into negotiations to award a contract, for the contemplated effort has been received and funds not as yet authorized or appropriated. The information you provide may be utilized by the United States Air Force in developing its acquisition approach and its Statement of Work (SOW). The amalgamated results of the program may be released to industry as a SOW at the RFP stage; therefore, it is highly desirable that data be received with unlimited rights to the Government. However, we recognize that proprietary data may be a part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restructed/non- proprietary information. Firms responding to this synopsis should state if they are a large, small, or small disadvantaged business. Potential offerors should use established channels to request information, pose questions, and voice concerns concerning this synopsis.
