The Government has a requirement for Computer Systems under Desktop V. The Government intends to award a third and separate DT-V contract using 8(a) procedures under RFP F01620-95-R-A051. This is in addition to the two independent DT-V contracts to be awarded using full and open competition under RFP F01620-94-R-A430. For this third award, offers will be solicited only from small business concerns expressly certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program and which meet the following criteria at the time of submission of offer: SIC Code 3571 is specifically included in the Offeror's approved business plan, the Offeror is in conformance with the 8(a) support limitation set forth in its approved business plan, and the Offeror is in conformance with the Business Activity Targets set forth in its approved business plan or any remedial action directed by the SBA. Any award resulting from this solicitation will be made to the SBA, which will subcontract performance to the successful 8(a) offeror selected through the evaluation criteria set forth in this solicitation. The award will be a firm-fixed price (FFP), indefinite delivery/indefinite quantity (ID/IQ) contract with period of performance of up to five (5) years. One base year and one option year for ordering is contemplated. An additional ordering option year, to be exercised only with higher headquarters approval is also included. User installable components (UICs) for system upgrades only will be available for an additional two years once system ordering expires. The original small business list will be replaced by a new mailing list for qualified and certified 8(a) concerns. A waiver of the nonmanufacturer rule for certain CLINS/SLINS has been requested and the final disposition will be reflected in the final RFP.
