EMBASSY COMPOUND, PHNOM PENH, COMBODIA Sol S-FBOAD-95-R0124. POC Mr.

of State, Office of Foreign Buildings Operations (FBO), is seeking to
pre-qualify offerors for physical security upgrades of the U.S. Embassy
Compound in Phnom Penh, Cambodia. The proposed project entails
demolition and construction of a new perimeter wall, approximately 257
meters in length, renovations to the Consular building to include
construction of a Public Access Control (PAC) facility of approximately
112 square meters, demolition and upgrade of interior walls and
genertor shed (6.35 x 7.56 meters), installation of new toilet
facilities, and installation of an underground fuel tank approximately
18.75 square meters. The compound and its facilities must remain
operational during the entire length of construction, and consequently,
construction phasing is an important consideration under this project.
The Request for Proposals (RFP), including final design documents, is
planned for release to pre-qualified offerors in June of 1995, with an
anticipated construction start date of September 1995. The performance
period from contract execution to project completion is approximately
6 months. The estimated value of construction is between $250,000 and
$500,000, and the resulting contract shall be a firm fixed price. The
successful bidder is not required to have, or to obtain a security
clearance. In order to obtain the Request for Proposals and be eligible
for award, offerors must pre-qualify by meeting each of the following
criteria, and detailing these qualifications in a written format
specifically addressing each individual qualification criterion, by the
closing date listed below. Offerors must also submit sufficient
background documentation to verify their ability to meet each of these
criteria. Failure to address each of these criteria in writing, will
result in failure to pre-qualify. In addition, failure to meet the
requirements of each and every one of these criteria fully, or to
provide the requisite information, will result in failure to
pre-qualify. A description of these criteria, as well as other
pertinent information and instructions may be found in the
``Pre-qualification Package'' described below. The pre-qualification
criteria are as follows: a) Successful international constructon
experience on a similar project, outside of the North American
continent. b) Successful construction experience, similar in complexity
and type, with at least one construction project in the $500,000 dollar
category. c) The successful completion of a building construction
project that required occupancy and maintenance of an operational mode
during phased construction. d) Satisfactory performance on a similar
U.S. Government contract, if any. Although previous or ongoing
performance of a similar U.S. Government contract is not a requirement,
if such contracts have been performed, the bidder must have performed
at a satisfactory level, at a minimum. When responding to criteria a
through d above, offerors must list the owner's name, address,
telephone number, and contact person for each project listed. e)
Offeror must demonstrate that it has been in the construction business
for over two years prior to the date of this announcement. f) Offeror
must demonstrate that it has the financial capability and resources to
undertake a project of at least $750,000 and be able to obtain the
required performance and payment bonds, or bank letters of credit or
guarantee. Offeror must provide a list of banks or other lending
institutions which offeror intends to use in order to finance this
project, and provide credit references. g) Offeror must demonstrate
that the company is, or can be registered to do business in Cambodia,
and has no legal restrictions associated therwith. h) Offerors must
show a typical managemet plan for construction of a facility of this
magnitude. In order to pre-qualify, offerors must request a
``Prequalification Package'' from the pointof contact listed above,
within ten (10) days of publication of this notice. Telephone and
facsimile requests are acceptable. Pre-qualification Packages and
proposals will be accepted from both U.S. and non-U.S. firms. Submit an
original and two copies of each document to Mr. Neil D. Weiss, U.S.
