Telephone 301/443-4980 The Center for Substance Abuse Prevention (CSAP)
proposes to award a three (3) year cost-reimbursement, completion type
contract, with options, which is designed to deliver technical
assistance and training to the States. Options include the development
of guidelines for prevention enhancement protocols and development and
delivery of curricula and training for Single State Agencies and
others. Examples of techincal assistance deliveries include, risk and
protective factors as they apply to the State and community level,
effective prevention strategies, the role of extended learning
opportunities in increasing transfer of knowledge, implementation of
the Synar amendment, the importance of community cultural competence as
it applies to prevention at the State and community level. For
performance of these objectives, the contractor must be knowledgeable
of the complex issues in the ATOD field, proficient in working with the
States and their populations, knowledgeable in state-of-the-art
community ATOD prevention theory and practice, knowledgeable in
community development theory and practice, proficient in ATOD issues as
they relate to prevention, intervention and treatment and related ATOD
issues. The contractor must also be skilled in designing, modifying
and delivering experiential training/ learning experiences using
classroom, self-directed, computer- based team learning and other
innovative formats, skilled in health communications, social marketing
and technical assistance. The contractor must also have established
credibility with the state Directors and national intermediaries in the
ATOD field and extensive experience with knowledge exchange activities
as related to health issues. ATOD field and extensive experience with
knowledge exchange activities as related to health issues is required.
It is estimated that 36 months will be required for this project.
Estimated issuance date of RFP No. 277-95-1031 is May 18, 1995 and
responses are due to be received in the Contacting Office 30 calendar
days thereafter. The solicitation may be obtained in either of two
ways; electronically, by downloading a file from the SAMHSA Bulletin
Board System (BBS) at 1 (800) 424-2294 or by mail. The solicitation
will not be available on the Bullentin Board until the issue date. To
download from the BBS, you should set your communications program at 8
data bits, 1 stop bit, and parity at none (8-1-none). SAMHSA's modems
will communicate at 1200 to 9600 BPS and can negotiate with higher
speed modems. If your modem is slower than 1200 BPS, you will not be
able to use this BBS. Our software can use several common transfer
protocols. We recommend Zmodem if it is available in your
communications program; however any of those listed on the BBS should
prove satisfactory. Large files will be posted as self extracting
compressed flies to save time during the transfer. Hardware compression
features in the modems will be relied upon to provide compression for
smaller files. Upon reading the file electronically downloaded you
should determine if you have a continuing interest in the RFP. If so,
you must either write the individual identified below that you wish
copies of amendments to the RFP (if any) sent to you by mail or check
the BBS regularly for amendments which will also be posted there and
can be downloaded electronically. You may choose either method for
obtaining amendments. Note, however, that if you rely on the BBS for
obtaining amendments, at this time we have no way to assure, and will
therefore assume no responsibility for assuring, you have downloaded
these amendments. Requests for copies of the RFP to be mailed must be
made in writing and will be honored if received within 20 days of the
issuance date. To receive a hard copy of the RFP please supply this
office with a self addressed mailing label. There is no assurance that
copies requested after the twentieth day after release of the
solicitation will reach the requestor before the due date for receipt
of respnses. Written requests must be addressed to the attention of the
