PARTICIPATION PROJECT (DDCP) SOL RFP Bolivia 95-003 POC Margaret Kidd,

Bolivia are seeking the services of a U.S. firm, institution,
university, or consortium to implement the Democratic Development and
Citizen Participation (DDCP) project. The goal of the project is to
improve the effectiveness and accessibility of key democratic
institutions and practices. The purpose of the project is to strengthen
citizen participation in municipal and national government, as well as
the ability of municipal governments, national and departmental
electoral institutions, and the National Congress to satisfy the
demands resulting from strengthened participation. The project consists
of the following three components: 1) Municipal Governance - to help
municipal governments and civil society representatives work together
to implement the Popular Participation Law, seeking to avoid gridlock
and other forms of breakdown or reduction in municipal governance; 2)
Effective Citizenship - to promote the minimal local citizen education
and voter participation preconditions necessary for the election of
legitimate municipal democratic governments capable of enacting the
Popular Participation Law; and 3) Representative Congress - to help
grass- roots organizations and municipal governments activated by the
Popular Participation Law gain effective access to Congress for
resolution of congressional level municipal issues. USAID expects to
award a cost reimbursement completion type contract with clearly
identified performance standards which will be used to monitor
contractor performance. More detailed information is included in the
RFP document. Subcontracting with Gray Amendment entities: No less than
10 percent of the total value of the contract will have to be
subcontracted to Gray Amendment entities (U.S. socially and
economically disadvantaged businesses, including: women-owned;
historically black colleges and universities; U.S. colleges and
universities with at least 40 percent Hispanic American students; and
U.S. Private Voluntary Organizations controlled by socially and
economically disadvantaged individuals, including women.) To help
identify potential subcontractors, a list of all organizations
requesting a copy of the solicitation will be sent with each
solicitation document. Organizations are encouraged to indicate whether
they are Gray Amendment entities when requesting the solicitation and
may indicate that they do not wish to be included on the list. By
providing the list, USAID does not endorse the listed organizations as
being capable of carrying out the activity, nor does USAID verify the
claimed status of the organizations. Necessarily, the list will
contain only the names of those organizations known prior to the
issuance of the solicitation document. Proposals shall include
subcontracting plans reflecting no less than 10 percent subcontracting
with the above-defined entities. Proposals not including such plans
will be considered non-responsive. Subcontracting with small business
concerns and socially and economically disadvantaged entities: USAID
encourages the participation to the maximum extend possible of U.S.
entities that are small business concerns and small disadvantaged
business concerns, in accordance with Part 19 of the FAR and Part 726
of the AIDAR. It is anticipated that the prime contractor will make
maximum practicable use of such entities. RFP BOLIVIA 95-003 will be
issued not sooner than 15 days after publication of this synopsis with
the due date for proposals to be stated therein. Copies may be
