Department of State is seeking the services of a contractor to serve
as a Chief Financial Officer for the Science and Technology Center in
Ukraine. The Center is an intergovermental organization established by
an agreement between the Governments of the United States, Canada,
Sweden, and Ukraine. The contractor will develop, approve, finance, and
monitor scientific projects which will provide peaceful civilian job
opportunities for former weapons scientists in Ukraine. This contract
will be located in Kiev, Ukraine for a period of one base year, with
additional option years, up to a total of five years. The selected
candidate will be the senior financial manager for an international
grant-making organization with an initial budget of $12 million.
Individuals with the following qualifications are invited to submit
their bid: (a) a degree in accounting or related field, such as
business administration finance or public administration that included
24 semester hours in accounting OR at least 4 years experience in
accounting, or an equivalent combination of accounting experience,
college-level education and training that provided professional
accounting knowledge; (b) ability to establish and maintain accounting,
budget, and auditing programs and to resolve unusual financial
management problems of a unique intergovernmental organization; (c)
ability to work in an environment where banking, auditing, and Western
accounting practices are weak with little expertise available within
the country of operations; (d) ability to work with individuals who
speak little or no English, and to demonstrate sensitivity to foreign
customs and practices. The following qualities are not required, but
will be favorably considered: (a) good working knowledge of the Russian
or Ukrainian language; (b) a certificate as Certified Public Accountant
or Certified Internal Auditor; (c) familiarity with international
banking practices; (d) experience in financial management in an
international setting, particularly in (or in connection with) Ukraine
or other republics of the former Soviet Union (e) experience living
