Analytical and Professional Support Services for the Institute for
Water Resources Navigation Programs and Projects. A general scope of
work required of the contractor is as follows: (1) Conduct navigation
analysis and program development studies to examine the relevancy and
effectiveness of current navigation development and policies; the need
for new policies, programs and approaches; and options available to
the Corps in resolving policy problems and issues. (2) Conduct
navigation management and evaluation studies to give objective
assessments of current problems and experiences relating to the
implementation of Corps navigation policies. (3) Develop methods and
procedures needed to implement proposed or current Corps economic
analysis of navigation development and operational regulations. These
methods and procedures include commodity movemements, multi-modal
network, vessels, regional economy, intermodal competition, systems
analysis and multiport analysis of shallow-draft and deep-draft
projects. (4) Develop new mission and strategic planning studies
relating current national and regional issues and trends to potential
Corps missions in navigation and assessing the relationship between
these trends and existing programs and authorities. (5) Develop and
implement method of supporting data bases to facilitate analysis of
economic development impacts of navigation projects. (6) Develop and
implement methodology for data bases to monitor traffic, benefits and
operating costs of the project elements of the Corps inland and coastal
navigation system. (7) Update estimate of operating costs for inland
tow boats, barges and oceangoing vessels. (8) Provide analytical and
technical support for components of Corps district navigation studies.
(9) Develop a comprehensive bibliography of a little studied topic,
determine what the current state of knowledge is on the topic and
identify or recommend directions for research efforts. (10) Develop
technical software (models) to address specific navigation
requirements, as needed. (11) Develop new or modify existing training
materials for use in Corps of Engineers sponsored training courses. An
Indefinite Quantity contract is anticipated. The contract period will
be for one (1) year with options for four (4) additional years. The
Government anticipates a maximum of $2,000,000 for each year. The
Government reserves the right to make more than one (1) award under
this solicitation. All request for proposals must be in writing and
reference RFP No. DACW72-95-R-0005. The proposed procurement is a 100%
Small Business Set-Aside. For the purpose of this procurement a small
business concern is defined as: a concern whose average annual sales
or receipts of the concern and its affiliates for the preceeding three
(3) fiscal years has not exceeded $5 million. A thirty (30) day
response time for receipt of proposals will be allowed on this RFP. All
responsible sources to submit a proposal will be considered by this
