Environmental Protection Agency has a requirement for Process
Engineering Research and Technical and Economic Analysis. EPA has a
requirement for technical support to: investigate process chemistry,
reaction kinetics or other physical/chemical/biological phenomena;
determine the engineering and economic feasibility of new and existing
candidate control processes and/or systems; prepare special
engineering reports, such as computations of discharges by process and
source, evaluations of market potential relative to the environmental
factors associated with product/by-product utilization; and associated
technical services. These engineering and technical research services
will be required, as needed, on a quick-response basis, and will
support the Agency's exploratory environmental research programs, as
well as provide research in support of the EPA's regulatory activities.
The assignments will encompass engineering, scientific, and other
technical disciplines in all areas of pollution control research,
development, and demonstration. Two awards to two different contractors
are anticipated from this solicitation. EPA anticipates two awards of
a level of effort type contract for a total of 150,000 labor hours per
contract consisting of a base requirement of 20,000 hours with an
option for an additional 10,000 labor hours. Each period will consist
of a base requirement of 20,000 hours with an option for an additional
10,000 labor hours per contract. A base period of 16 months with three
16-month overlapping option periods, and a final option period of 12
months for a total of 60 months for each contract is anticipated.
Proposals will be due approximately thirty (30) days after the RFP
issuance date. This is not a small business set-aside; however, the SIC
Code is 8731 and the small business size standard is 500 employees.
This acquisition will be processed under full and open competition.
Offerors will be required to identify their commitment to assist EPA in
achieving their goal for participation by small disadvantaged
businesses (SDB) in prime contracts and subcontracts. When identifying
this commitment, offerors shall present a viable plan and tangible
commitment to utilize SDBs in the performance with particular emphasis
on their participation in the Agency's Mentor-Protege Program as
described in EPA Mentor-Protege Program, July 1992. Copies of this
document will be included in the solicitation package. A limited number
of copies of the RFP are available. Only one copy shall be issued to a
corporate entity, regardless of the number of requests from one or
more different geographic locations. Copies will be issued on a first
come, first serve basis. A copy of the requested source list will be
provided at about the same time the Solicitation is issued. Only
written requests will be considered. Telephone and telefax requests
will not be considered. Interested parties should submit five
